Woman Arrested For Speaking Too Long At City Council

A California resident was arrested after speaking at a Riverside City Council meeting. The woman was cuffed after she exceeded the three-minute time limit.

Karen Wright of Riverside was cited with disrupting a public meeting, a misdemeanor.

According to The Press-Enterprise, Wright commented on a sludge-hauling contract.

After her time expired, Wright was being escorted to her seat by an officer when she turned and told the council, “I would like you to quit the harassment with the police.”

Wright pulled away from the officer and ended up in cuffed and in the floor.

Mayor Ron Loveridge said he has not seen such an incident in his 32 years of being a mayor.

A video of the incident was recorded.

“Can you see my wrists? You’re pulling and jerking on my wrists!” Wright shouted. “I cannot get up without putting my hands down!”

    As somebody who speaks often at local Council meetings, with a time limit of 2 minutes, it sounds like this lady did more than just exceeed her 3 minutes time. Most likely, she had refused to leave and continued grumbling at the Council. Perhaps she had done this previously and thus the Council had to remove her from the premisses.

    If she knew the rules then she should have followed them. I understand frustration, but write a letter to the editor of your local paper.

      most local papers are owned by certain people who dont want to take the time to print anything like this,against the counsil,negativity or political bias against owners beliefs!need i say more!

        Or else they edit your letter and remove anything they don’t like. I know they do because it’s happened to me. The first time I was 15 and it was my first letter to the editor.

    I think there is more to this story than what is being told here. At least she got a chance to speak; there are many cities that don’t allow this practice.

    didn’t look like the cops were doing what she accused them to me. she was just being obstinate and rebelling at being kept to the rules. time limits are so every 1 gets to speak. in the time allotted for the meeting.

      if you’ve tried to speak at one of these city meetings you would know that the second you speak against what the city council wants to pass or decline you would know that they interupt you almost the entire time you try to speak and thus taking up your time considerubly!the town i had a business in i ran into this all the time due to the nature of my shop…..tattooing!

        and yes it does seem to me also that she is hamming it up a bit on the”ive ben handcuffed and cant get up”bit!anything to delay the eventual outcome to what you have put yourself into!!if she thought about it she may actualy get her point across more this way than just speaking at this town meeting!look..were talking about it!!

          I want to say this about your reply..If this is true or not it is still a problem with how the police are treating the very people who help to hire them It has become a normal thing to make excuses for the police when there is no excuse this action has got to be stopped or you will find out that as long as people keep taking abuse they will continue to give it!

    Maybe she did speak longer than allowed–but was putting her on the floor and handcuffs needed to stop her?? I think the cop was a little too eager to use his authority–andmaybe he did liker speaking about the polce being used to harass the residents–not knowing what is going on in that toen , itis difficult to judge , but I don’t think cuffs and putting a woman on the floor was required–but Calif is a democrat state so maybe that is acceptable there–

    Unfortunately many police are cowards and get into policing in order to exert power which they dont normally have. These types should be fired immediately as that is their character and they will just be smarter next time with their butality .They should NOT be in postiions of authority over people, ESPECIALLY when they have the power to arrest and use deadly force. I guess it is asking too much to expect police to actually be our servants to SERVE annd PROTECT

      This women was probably known to mouth off and distrub meetings….and thus the patience of the Council wore off. Those local government meetings shoiuld not be used to cause disorder, but rules need to be enforced.

      If she were in some other country, she would never get even a second to speak up, and if she said somethign against the government or others in power, she may disappear…

        First of all we are in the United States not some other Country and second the police have become much to forceful with the people who help to pay their salaries. It is time to stop this reaction before it will not be able to stop. This way of thinking is what will put you under a policed nation

      true roger,this is called a god complex and almost every police officer gets it,the problem starts with the fact tha the officer does overstep his duties and is not corrected in that meeting by the council and thus each time force is needed they increase the amount of force used until something nasty happens,a taser to the throat to stop them from speaking or mace to the face!!by that time said officers defense is”i do the same thing for years”,thus the blame shifts to the council and you know their not taking the blame for nothing!!thus it gets swept under the rug and eventualy the blame will come back to the person that was hurt and off of them….and so it shall be written…they will say!!!

    I have been on both sides of similar issues. At the center of the issue is the purpose of the council meetings. They are to conduct the business of the municipalities. The time for citizen/council member discussions is prior to the meetings. If you are unable to do so, you have elected the wrong council member.
    When the meeting time arrives, you have the freedom to watch the meeting, you have the right to expect your council member to represent your choice if they have been so informed, but you do not have the right to speak. They may allow you to do so with limitations, but only as a courtesy. Their first obligation is to conduct the business of their town or city.

    Government has lost their minds! This was set up to be for the people not against the people. To arrest this women for taking to long to express her feelings is a criminal act and causing her bodily pain should have consequences. THIS IS NOT CHINA AND THEY ARE NOT GOING TO MAKE IT CHINA!

    Some dumbazz cop trying to show his power after her remark about having the police there to harass people at the meeting. Anyone with half a mind would of told the cop to stop! Apparently the council doesn’t have anyone with half a mind!!!

      The audence[sp] either a few women and or a few men should have stopped the police from assaulting this women in front of a Full room. The police officer should have been walked outside and told to never return to the citizens hall until be learned to be respectful of his masters rights.

    It is, however, absolutely ridiculous to be escorted to your seat by a police officer, so I can understand the outrage…. but don’t ever ‘pull away’ from an officer. Not gonna end well.

    no citizen of the UNITED STATES should be laid hands upon by ANY officer of the law unless said person has committed violence upon others….these cops should be BEATEN….i would be happy to do it if someone will pay my airfare there–I can’t stand any law agency violating our rights–FIGHT BACK–KILL if necessary until these [comment has been edited] learn they work for US , they do not RULE us

      Since the video does not show what happened before the arrest at the Council Meeting, we cannot judge if police was justified or not. It is hard for me to believe that the police officer would just all of a sudden get this woman arrested without probable cause. Police these days is very careful not to get into bad publicity.

    Even after reading the newspaper article I don’t know what went on to justify what eventually happened. The video on this page is useless. It doesn’t show what happened before the video started. Of course, in meetings, there have to be guidelines — or rules — about how to conduct the meeting. Most people go along with those guidelines. Some don’t. How should those people be dealt with? How much force is needed to get them to stop dominating the proceedings? Yes, some police are over-eager to bully private citizens, but nothing here proves that is the case with these police. Too many unanswered questions; this seems to be a hit piece. The woman’s comment that people aren’t allowed to speak at council meetings seems far-fetched since she did, in fact, speak at the meeting. Apparently, what she meant was that people aren’t allowed to monopolize the meeting. Maybe speaking too long should be a felony.
