U.N.: Zoning Laws Driving Palestinians Out

RAMALLAH, West Bank, Aug. 1 (UPI) — Restrictive zoning and planning rules by Israel are forcing Palestinians out of an area in the West Bank, a U.N. report released Monday indicated.

The report said factors forcing Palestinians from “Area C” include difficulty in obtaining building permits, construction of a barrier, home demolitions and difficulty in accessing services such as schools and water, among other things, the United Nations said in a release.

Area C represents more than 60 percent of the West Bank where Israel retains control over security, planning and building, said the report, “Displacement and Insecurity in Area C of the West Bank,” prepared by the U.N. Office for the Coordination of Humanitarian Affairs.

“Irrespective of the motivation behind the various policies applied by Israel to Area C, their effect is to make development impossible for many Palestinian communities,” said Ramesh Rajasingham, acting U.N. humanitarian coordinator for the territory.

“This pattern of displacement, along with ongoing Israeli settlement activity, undermines the ability of Palestinian communities to maintain their presence in Area C and raises concerns about demographic shifts and changes to the ethnic make-up of Area C,” Rajasingham said.

He said an estimated 150,000 Palestinians live in Area C, which includes significant land reserves available for Palestinian development and most of Palestinian agricultural and grazing land. An estimated 300,000 Israeli settlers live in Area C.

The U.N. agency urged the Israeli government to end the displacement and dispossession of Palestinians in the West Bank, including ending demolition of Palestinian-owned structures, until Palestinians can access a fair, non-discriminatory zoning and planning scheme, among other things.

    Israeli and Western leaders have been concerned that any one-sided step could trigger new violence after months of calm, given the spreading unrest in the Arab world and recent calls by some Palestinians for protests to accompany any statehood bid.

    Israel Radio and a television station reported that Netanyahu had agreed to negotiate a possible withdrawal to a frontier from before a war in 1967 when Israel captured West Bank land where Palestinians seek to build a state.

    The Israeli official responded that Netanyahu “has been clear that Israel will not return to the 4th of June 1967 borders,” or the lines that stood before that war.
    Netanyahu told a closed-door session of a parliamentary committee on defense matters earlier there were “ongoing efforts to restart peace talks” by Washington and European leaders who had so far failed to find a formula to do so.

      Why is everyone blaming the U.S.? Someone else is doing harm to the world, and the American people are the victims of the shadow world government.

        I don’t think Conservatives, Putin and other leaders are aware of what the wealthiest are really after.

        Natural resources in America and around the world are what they after as many are complaining about. And they are using politicians to get what they want.

        THE WAY THEY DO THIS IS TO TRANSFER ALL ASSETS TO THE GOVERNMENT (socialism, nationalism, communism) and then to the wealthiest people in the world or whoever can print money from nothing.

    Bob, I thought your site was supposed to get faster and easier to search, but it has gotten much slower and difficult to use instead. It takes forever to sign in and enter your information.

    Also we’d like to see more articles from you, Chip Wood, Daniel Zurbrugg, David Morris. The home page is filled with pictures and articles by Ben Crystal, Boneright, Robert Ringer, John Myers, their articles are more of a liberal nature. They don’t relate to the current events such as the debt ceiling problems, or how the world is heading towards socialism.

    Chip wood’s and other recent articles that have interesting comments/content just disappeared, and it’s hard to relocate them. And there are other issues as well, but I can’t list them all.

      I have one suggestion for you re articles – at the top of the page on the right side, there are images with the names of writer’s ( Contributing Editors: (click below for Author Archive) – just scroll on either side to see whom you wish to see.

    Let me get this straight. We send the Palestinians billions of dollars on a regular basis, and they can’t find ways to make the most efficient use of that money? Palestinians have made themselves available for becoming terrorists (since ’48?), and yet everything WRONG there is the fault of the Israelis?
    I get the distinct impression that there’s something rotten in ‘Palestine.’ Hasn’t anything changed since that yahoo Arafat died? Did another career criminal take his place? I’d take a strong look at the Palestinian government before I concluded that the Palestinians are being “picked on,” people.
    All that MONEY, and they still have people living in disgraceful conditions? Sounds like they, too, have ‘the best government that MONEY can buy.’ And please don’t forget that if they claim to have a strong religious heritage, their religious ‘leaders’ are either incompetent or they’re part of the problem. Do the math, kids.
