Obama Unveils $50 Billion Stimulus Plan To Revamp Infrastructure

Obama unveils $50 billion stimulus plan to revamp infrastructure President Barack Obama has requested $50 billion in stimulus spending on the nation's infrastructure, claiming that an overhaul of America's roads, bridges and railways can help create jobs and boost the economy.

According to media reports, Obama proposed a six-year plan on Oct. 6 that would improve an infrastructure that, he says, is "woefully inefficient" and "outdated." The President said the overhaul would rebuild 150,000 miles of roads, lay and maintain 4,000 miles of railways and restore 150 miles of runways. He also called for the creation of a national high-speed rail network and an electric grid focused on clean energy.

Obama first introduced the infrastructure package in September when he also called for $130 billion in tax cuts and write-offs for businesses, and a $30 billion small business lending bill. According to TalkRadioNews.com, House Minority Leader John Boehner (R-Ohio) criticized the proposal, saying that government spending is one of the reasons why the economy is struggling to create new jobs.

Obama's stimulus plan would need approval from Congress, which is currently in recess to campaign for November's midterm elections. According to the Los Angeles Times, a GOP aide questioned Obama's timing, suggesting that the proposal should have been unveiled before legislators left Washington.

"Because the November lame-duck session is all booked up, the very earliest the Senate could consider the President's proposal now would be December," Don Stewart, spokesman for Senate Minority Leader Mitch McConnell (R-Ky.), told the news source. "And that's assuming that the committees could [or] would want to act in time — a huge 'if'."

        Government public sector projects create a lot of high paying U.S. jobs: architects, manufacturers (if there is a made in the U.S. provision, like the Red Chinese did with their stimulus plan), contractors, distributors, etc. Since the private sector seems to want to outsource our jobs to Third World countries, someone needs to pick up the slack. Also, our infrastructure is crumbling and nowhere near as modern as most of Europe and Asia.

          Patriot, Interstate roads, railways, bridges and the like fall under federal jurisdiction. However, repairing or rebuilding same should never be done with borrowed money, which means Americans would have to pay for it, with future taxes. While in a recession, the federal government should never borrow money to stimulate the economy.

            Debt is not the problem; job creation is the problem. Our debt is going to be monetized via Ben Bernanke and his printing press so the amount of debt we have in today’s dollars is meaningless. Of course, the dollar is going to be a has been currency when all is said and done. If you really want to worry about a deficit, you should be concerned with our trade deficit.

      When is the last time that you have seen a help wanted advertisement for operating engineers,structural steel workers,paving workers railway workers that was open to the “average Joe”?.You have not for the simple reason that these are all trades that are unionized.

      How about giving those “jobs” to the millions of unemployed Americans? I’m sure many of them would jump at the chance to work and be paid a decent wage. How would this president be able to what he says he wants to do? Once in my home state of Kangwon Do, Korea, there were many people asking for job creation so people could work. Many of the restuarants and stores that opened up didn’t hire many people. So what did the governor do? He took many unemployed people and put them to work on these same projects. Most of them were general laborers who worked on the roads and railroads. Some even got jobs with our forestry department and planted trees. Many of these people were able to keep these jobs for the next four years and they offered health care, NPS (social security in America), and a decent wage for the times. Can’t America do the same thing these days? Another thing, why do so many leftist (for lack of a better word) always sound so childish and immature on this site? Thank you.

        That’s an admirable notion but think it through…
        Any work program funded with taxpayer money is bound to be short term.
        If we want a long term sustainable economy it has to come from the private sector. For this to happen, we need to cut government right out of the business of directing (manipulating) the economy.
        As long as they have the power to print money out of thin air and hand the bill (with interest) to productive private sector citizens…we will have instability.

    The jobs that it will generate will be nothing to compare to the additional debt that it brings with it.The intrest alone today before he adds any more is $18,186,175,433.65 and thats with no principal just intrest paid directly to the ones that print the phony monies that don’t pay taxes.What we need is true leadership that knows that you cant spend your way out of debt! Bring back the industry to this country by getting rid of the nafta act.This way the jobs will be where we need them on this side of the border.Cut the gov. in half to start with,bring back our troops from every country that they are in,close the borders and get rid of all the illegals that are draining our systems.get rid of the IRS and the federal reserve and flat tax us at 10% equally which is the only fair way to do it.With out an industry we have noway of ever bring this nation back to what it should be today.Jobs create wealth not only for the rich but for all of us.Government doesnt create jobs they just spend our money to provide them selves with a larger tax base just to spend more and more.Less government means less cost and less taxes which means more in your pockets and not theres.Obumer we are coming for you next!

            Can you not even remember what you said from one minute to the next? I think this conversation is about government “Stimulus” spending, is it not? I’m sorry, but in Korea they are arrested, put into jail cells with known felons, and are eventually deported back to their country of origin. Usually their embassy or family has to pay for the ticket and not our government. Hey, why can’t they do the same here? Maybe if these other countries had to pay for their trip home, they wouldn’t be so eager to get rid of them and send them here. It took me many years to get where I am now and I have no sympathy for anyone who thinks that they can come here and take advantage of us. I remember my husband telling me: “We are a nation of laws and do not reward lawbreakers.” This is true is many ways. He also told me that the average American has to work the fist 6 months to pay for welfare programs and handouts to these people, but how can we do these things when they sren’t allowed under the Constitution? These classes they take not only directs them towards graduating, but also gives them college credits (3 to be exact) for each course completed. No Rob, she’s not going to a religious school. She is currently attending the University of Florida (Go Gators!) in Gainsville, Florida. A state sponsored, not church sponsored, school so what’s your point? How about gov’t waste like the census. They will lease a new building and go in and remodel that building, buy all new equipment, desks, printers, computers, telephones, printers, fax machines etc. Were talking all new eqiupment. I’ll bet there are warehouses all over the country with this stuff sitting in it and were being charged for those leases on that property also. That’s only a start and I have seen the building I’m talking about. After the census there were 2 women in this building. Approximately 8000 sq ft with all the new stuff piled up waiting for someone to take it and store it. This building had been completely remodeled and it was less than 3 yrs old. That stuff will be stored until it is obsolete or it will be put in a gov’t auction and sold for pennies on the dollar instead of putting it in another gov’t building and using it. NO they will buy NEW equipment for the other gov’t building!!!!! It’s a vicious cycle and it needs to be fixed!!!!!!!!!!

    The main reasons that companies moved their mfg. jobs overseas is the high cost of American labor (unions), over taxation, and over regulations. Modify those problems and get off small business’s back and our economy will prosper again. I am a small bus. owner. I would like to expand and hire a few new people but with this new Health Care Bill and promised tax increases I can’t afford to. Another thing that must be gotten rid of is the incideous estate tax. You work hard all your life, paying taxes every step of the way, to build something for your family, and the gvt. steals half of it when you die.

I have worked with EPA for almost 18 years trying to keep them happy and our company in compliance. Each year something new comes out that is more restrictive than before.             Just take a look at California, the very example of over regulating businesses through the environmentally charged beaurocracy called government. I know first hand, my company was shut down because they could no longer afford to do business in California.

          You are correct it does not make sense, but that is what they are doing. A Prime example is engineering jobs, in the corporate world why would a CEO want to pay top dollar to some nerd that they can replace for half as much in India or China?

          So now those jobs are overseas and the engineers in the country are making half of what they used to. Those folks can not buy as much so the companies revenues in the USA go down so they send more jobs overseas – it does not make sense.

          But business in the USA is all about THIS QUARTERS NUMBERS, for the simple reason that is what affects CEO and board bonuses, not sustainability of the company. In fact they are willing to destroy the companies future if they can reap THEIR millions in the next year or so.

            Union manufacturing jobs have been sent overseas and rightfully so…..laws of economics are hard to stop. This engineer hasn’t had a raise in 2 years thanks to obummer and the mass production plant where i work has stopped non-essential spending until this storm is over. Nov. 2 is only a beginning.

            And stop offering us loans….we dont need or want them. Why would we expand if you are going to let EPA chop our legs off….carbon tax

The bankruptcy was not a political problem but one of greed of the CEO and upper management. They were laying off thousands of people a year but their bonuses kept going up. They went as far as terminating severance pay for the laid off but their bonuses kept climbing……

            Sad thing is, even though I was working for a fairly large company even though, the CEO did not know my name, I did meet him. All upper management new me by face, name and reputation. The problem happened because we were too successful, we were bought by another larger company and they went about lining their pockets.

            Is that what drove you to become an engineer? I have been to many union plants around the midwest and I can’t believe they are still in business. It takes 4 of them to do what one of our guys can do. We are a low cost producer, yet we pay very well. We get 250 apps for 2 job openings even during the good times. A model DC should look at, but there lies the problem.

            Dr Demming once said you can have all the education in the world yet have no knowledge….until one combines this with real experience aka a real job.

            I lost that job and had to work a number of minimum wage jobs just to pay rent and tuition. I was living the deepest ghetto in Detroit, no car, and took the bus every where I went. In retrospect, that union job was pretty good. But I am glad I lost it, I may have gotten stuck there, like a lot of people do.

To stimulate our economy all that money could have been better spent by returning it to the taxpayers to pay off their homes,cars,new appliances etc. instead of paying the big banks to use for undeserved boneses and extravagent parties and dealing with forign nations. I have also seen the waste in office bldgs and equipment practicly new going into storage and never used again. Evidently NEW preownd office supplies are not good enough for the likes of ACORN or other like agencies.

        agree Eddie, one of the biggest factor that made the USA great was our infrastructure. But a lot of it was built in the 50′s and is way past time for renovation. When main bridges collapse or roads get so bad that trucks can not use them, the cost of shipping will skyrocket.

        In ways, China has a huge advantage, they are just now building out their infrastructure and have the advantage of new technology.

    Reggy, I’m sorry to tell you that “shovel readdy” doen’t creat hardly any new jobs. Construction workers are currently employed and working because they are government workers. More money toward them keeps the current workers working, but hardly any new jobs are created. Heavy equipment takes the place of many workers, so in reality all that money is not putting that many people to work. Where is the proof our infrastructure is in such said condition by obama? Granted prevenentive maintenance is a necessary thing, however.

Even if the government hired private contractors the same number of workers would be needed. Who would be paying these private contractors to do the same project.THE GOVERNMENT! So the expenditures (taxes) would be about the same. If a highway project is totally private then these contractors build toll roads and the consumers really get the shaft.Can you pay $8-12 a day (one way) to get to work every day. Do you drive miles out of your way on State highways to avoid using these expensive toll roads? There are no real winners either way but we all depend on good roads and have to pay for infrastructure somehow.

          Okay JC if the population grow but the tax base shrinks in a good or bad economy then who comes up with the money. Many local communities need help from the State or Federal governments for many projects. We vote most projects in or out every year but you can only prolong infrastructure for so many years. You have to deal with gridlock and bad roads at some point. To have a vibrant State for commerce you have to pay the piper. If you want a great nation you find ways to make it great. This is not a plea for bigger government but to agnolage what needs to be done.

            edduhhh! you need to get out a little more. I drove from Cleveland to Toledo and the total for THAT was only 8.00!!! The drive was 65 mph all the way, smooth roads, only one area of construction, and I got there about 45 minutes to an hour sooner than if I went by the state roads!!!

            Last time I came around Chicago, all the major roads were owned by foreign countries! Government sold them, for quick cash.
            Road signs were small and not written with good English grammar.

            I think the freeways were better maintained but the costs were much higher.

            I do not think selling our country to other nations a piece at a time is a good solution. We will eventually run out of country to sell.

    According to IRS definition based on accepted accounting principles, Government is a non-income producing overhead expense to the private sector.

    Government produces nothing but bureaucracy. It only consumes wealth. Therefore, as government grows it consumes more of the people’s (private sector workers and businesses) production and savings.
    Government taxing reduces buying power, thereby, reducing the economy.
    Government spending returns money taken from the private sector back to the victims but adds nothing to the economy.
    Government employees pay is government expense paid with tax revenue taken from the private sector.
    **Government employees’ payroll deductions don’t contribute to the tax revenue base. These payroll deductions only decrease the amount of tax revenue received. You cannot pay taxes with taxes.
    Government employees don’t contribute to Social Security or any other benefits they receive. Government employee contributions are based on unfunded tax revenue which earns no income to cover the benefit cost.
    Government employee spending does not contribute to the economy because it is money (taxes) taken from the private sector (reducing the economy) then partially returned to the same economy, but it never adds to the economy.

    THERE IS A COMMON MISCONCEPTION ABOUT WHO PAYS TAXES!
    NOTE: This is not about someone doing their job, only the economics of the economy.

    All taxes are paid by private sector businesses and 30% of the working population.
    Approximately 10% of the private sector population (wealthy) pays 40% of the taxes.
    The remaining 20% of the population and private sector businesses pay the other 60% of the taxes.
    About fifty percent of the workforce is government workers who pay no taxes**, plus 40% of the private sector (according to census reports) that also don’t pay any taxes.
    Deductions from government paychecks and other” taxes paid” by government employees reduces the amount of tax revenue received. No money is ever added to the tax base by these payments.
    Jointly the size of government and those that pay no taxes results in the inability for government to collect enough revenue from the private sector to cover expenses so government borrows money and creates debt.

    I will agree that there shouldn’t be any new stimulus money from the Federal government. Any new projects or loans should come from the money that is being repaid from the original stimulus. Now Boehner says that if Obama tries to create jobs through infrastructure projects that the economy will suffer. Not necessarily. If someone doesn’t get off their butts and create jobs (private jobs or government taxes) unemployment will grow and the economy will deffinetely stumble further. Get er done!

      Frankly, I’d be afraid of any “high speed train”. I’ve seen how the rail industry maintains their tracks since I have inspected several of them. Any high speed on one of those is going to end up with a train wreck – and I don’t intend to be on it.

        We don’t need any high-speed trains. Amtrak is enough. If people are in a hurry, then they can fly. I think it is a waste of money. Bridges and roads need to be fixed. Remember the bridge collapse in Minnesota? That could have killed a lot more people than it did. Also, two bridges in Oklahoma collapsed back in 2002. I know this because I was driving back from dog shows in Texas.
        There are too many structures that need to be repaired before we get any high-speed train. Heck, I would never ride on one.

If people want to see waste taxpayer’s money go check out Denver’s light rail, mostly empty and slower than molasses, and costly.

      And then check Singapore’s light rail that works very well. Mmmm…but it is automated, so few long-term jobs. However, the busses are integrated in, and they still have drivers!

      I have found it relatively inexpensive and easy to use.

      But our unions would never approve.

    I like our shovel ready projects here in Tn. we have been fixing our roads for 20+years and all they have done is create more problems. I liked it one year I went to North Carolina and they were selling T-Shirts that had the state of Tennessee laid out in road signs. All we can figure out about all these projects here is prepetual employment for the state workers. 50 billion more= more for them less for us. Spend it where its needed GIVE IT BACK lol its ours to begin with. I still think we wind up alot of times jumping off topic on these stories. And use them as forums to bash each other over the head with the obvious. We miss the point that its our money taken from our pockets and spent as the government sees fit. I think they all should be put on a strict diet of their own Kool-Aid they would starve to death in a week. Mike

      Tennessee always did better than most states & w/o state income tax.
      They always had very good roads.
      I wished we did not have to move from there, John Deere plant closed on us, had to move.

        Yea I was trying to point out a flaw though through the use of that. It started here in the earlie 80′s and is still going on today most days you still cant drive through Knoxville or Chattanouga without at least an hours worth of traffic. And I am also a victim of a closure here I worked for a medical supplier who shut down here last year.

            Much of that money became payoffs to the senators and congressmen who supported the healthcare bill. The rest is tied up in commities by the people who want their share of the free pie too. Eventually 1/10th of the monies allocated to the states might just make it to the roads they intended to build with it. The rest will have bleed off by the environmental studies groups and buracrates at the state level. That is why not only are the national elections important the state ones are as well. Mike

    Locally a state paving crew is laying down tar and gravel on a paved road probably prelimenary to a repavement job. I am not exaggerating. They have ten men and about four trucks. They show up at 9 or 10 am and are gone by 2pm. They have worked for three weeks. During that time they have laid down strips on less than two miles of road. I know that with a tar truck, a dump truck and three men, I could have done this by hand in one day. I worked on a paving crew for a while. I have never seen anything so slow. The state paving crew that paved a nearby road was not much faster but, at least they got a mile done in a week. Normally, a fast paving crew with one paving machine can lay down 1000 tons per day which on one lane would go a couple of miles depending on thickness if I remember correctly. Lets hope some union people do get involved rather than these state snail workers.

    caltrans in california is unionized and one of the least efficient dot’s in the country. in the early 1970′s they were one of the best. jerry brown who is now running for governor again, appointed a woman (i guess you could call her a woman) by the name of adriana gianturco, she wasn’t qualified as a dog catcher and she destroyed our dept. of trans. it has never recovered. private companies operate far more efficiently.

    For every dollar approved for infrastusture jobs, 53 cents goes to studies of wildlife, fesablity(if it really needed),archalogical studies, impact studies,EPA hearings, and of course senic values studies. So if Onumnutts thinks it will speed up hire no it will be 8-10years down te road. Hope If Jon Bolton become President he will sign an executive order to get rid of the UN.

      I wish I had gold and pearls. I could pay for electricity and groceries, I think! My electric company and the local stores are still run by real people, not swine!

      All I get from the government are Federal Reserve Notes that are worth less and less each year. No gold. No pearls

      I think, however, we are seeing the Bible is right…we cast our pearls before the swine, and they turn and rend us!! But they will rend us also for Federal Reserve Notes!!

    What happened to all the $2million per shovel ready job creations from
    the last $800 billion stimulus program? It did not work then and it will not work now. All we hear from this administration is rhetoric and lies.

    Just to put in perspective what a billion dollars actually means pick up a pocket calculator and try this. Pay yourself $1 per second. It takes about 11 1/2 days to make a million dollars.

    To make a billion it takes 32.8 years at a dollar a second 24 hours a day. To make 50 billion it would take 1640 years at one dollar a second 24 hours a day!

    A trillion dollars, which the Fed can talk about like we talk about a cheese burger, would take 32,880 years to accumulate at one dollar per second.

    Anyone still think fractional reserve banking will survive?
