Due to an uptick in violent crime in East St. Louis, Ill., Mayor Alvin Parks has decided that Constitutionality be damned, it is time to put the city on lockdown.

“There is something going on in the community at this point that we’ve got to safeguard them and keep them off the streets,” Parks said. “There are people shooting at each other for no reason whatsoever.”

According to KMOX, a number of new rules will be implemented in the metropolis in order to keep people — mainly teenagers — from engaging in violent acts.

Here are some of the new rules cited by the news station:

  • Minors are to be off the streets at 10 p.m. on both weeknights and weekend nights.
  • Minors on the street during school hours will be arrested on sight.
  • Police will also perform ID checks on street corners and conduct gun searches, and Parks says he won’t hesitate to call in the National Guard if the spike in violence continues.

Also, simply standing around in certain areas of the city will warrant an immediate arrest without question, according to the report.

There is also a new dress code in the city.

“No royal blue, no bright red to be worn by our men or our boys in this community,” Parks said. “Why is that? Those colors have long been affiliated with gang kinds of affiliations”

And vehicles can be pulled over at random for… moving.

“Vehicles that are moving will be stopped and searched for guns, weapons, drugs, and open alcohol and any other violations that are taking place,” Parks told KMOX. “People who are walking, people who are bicycling, can be stopped and searched for the same and, when it comes to state IDs, we’re going to be confirming that state IDs are in place for everyone involved.”

Parks justified police state measures in his city saying: “We have desperate times, they call for desperate measures and they call for extreme measures, things that we may not have done before, to get the desired results. You cannot grow as a city if your children are being wiped out and never given an opportunity to live.”

Alarmingly, situations like that under way in East St. Louis are not at all uncommon throughout the United States as local officials increasingly intoxicated by bureaucratic power take it upon themselves to rob liberty for perceived safety.

        Why would anyone find it a racial issue that most people arrests would be of Blacks ? The ethnic make up of E. St. Louis is 97.7% Black! If the bulk of the arrests were from the 1.6% of Whites , it just might be a racial thing!

        Almost 40 years ago I lived in the St Louis, MO area. At that time I could not purchase beer in MO so would cross the river for legal purchase. Even then East St Louis had a bad rep and no way I would go there, safer was Columbia, IL area.

    Law suits should be filed against the city. This is clearly a violation of peoples’ rights. I happen to own a royal blue parka. So, if I wear it in St. Louis, I get arrested. I suspect the mayor of this city will lose if he runs for reelection

      East St. Louis and St. Louis are very different cities. If you wear your royal blue parka in St. Louis, you will be fine. If you wear it in East St. Louis, being arrested is the best thing that could happen to you.

        Michael – Would you consider that there are a great many people who feel this way? I would say primarily older conservative white men, although their progeny would feel the same. However, as I think about it, my parents (first generation Americans) were very prejudiced, but my brothers and I did not end up that way. At any rate, there does exist a sizeable number of people who feel as Roger does. Fortunately, many are dying off and there are fewer and fewer to replace them.

What many of the black people (and white people) in the ghettos fail to realize is that the government isn’t “helping” them. They are simply making them dependent. These people receive from the government just barely enough to survive. They can never enjoy the benefits that working people enjoy without resorting to crime. We need to stop “helping them and give them jobs! Only them can they take real pride in themselves and become independent. Only then can they have a true voice and be heard. We (our government) have held them down for too long.         1. Obama has promoted a divide between races that hasn’t been seen in 40-50 years.

        OH – As you may know, I live in the south, and a large portion of the students in our local college are black and are there because of government assistance. Of course, there are a great many users. It takes a long time to turn things around, and the only way to do it is with education.

        I love facts MOMO and that wasn’t my point to Old Henry. It was to show that neither party has done much in improving those relationships. The thing is too if there was so much improvement under Reagan or even Clinton why do we have the same continual problem? Its not strictly a failure of Democrats or Republicans but acceptance and attitudes. Do blacks keep themselves in the ghetto or do those on the outside keep them in. I would say a little of both.

      roger, I will tell you what I taught my children when they were little! There are good black people and there are bad black people, just as there are good white people and bad white people! You always hear about the bad black people but you rarely hear about the bad white people. They don’t bus them into our schools etc… The people you hear about were raised in a slime pit without values or morals. They had to fight to survive in their neighborhoods. There are plenty of white neighborhoods just like that but it serves the purpose of those in charge to divide us and turn us against each other so you never hear much about them. Each individual should only be judged by their actions and their character and not by the color of their skin. To state otherwise makes you as ignorant as they are!!!

      There are not many cities in this country that don’t have curfews and kids can and have been picked up for school truancy since forever. This article made it seem like kids can roam the streets and skip school anytime they want to. Where were the solutions in this article. Missing as per usual! More money for rec centers? More alternative schools? More parental responsibility? Maybe American cities should just wait around until these restless youth commit a crime before anything is done. If you can’t come up with some problem solving then you are the problem.

        going into most inner citys is like living in a zombie movie. Some problems just can’t be fixed, especially when they are allowed to exist for generations. Poverty is not an excuse for criminal behavior. The money they steal is used to buy drugs not food. As long as libraries and free public education exist poverty is just a life-style choice. Get pregnant out of wedlock, do drugs, drop out of school, commit crimes, and don’t be surprised when you end up in a slum living a short and miserable life. Opportunities are out there but you have to search and work for them. Get off the gvt. tit and don’t waste the life God has given you.

Here is the next four years. Just look at this city and see what we have to look toward too. What needs to happen is let people carry. Let the parents actually spank their unrulely kids. Get the idea that everyone wins a trophy just for trying out of the school and society. Life is hard there r some that make it and some that don’t. U should not be admitted to Harvard just because your black. U should be a muted because u got outstanding grades. Get it only the best person for the job. Things will improve when we actually start teaching and living by this and other decent laws.

    I grew up in a small town where they blew the fire siren at 10 PM.on a school night..that gave you a whole hour to get home or spend the night in the hoosecow for an attitude adjustment.

    the state of the country does’nt help. there are probly no jobs to help the situation and these people are desperate enough to turn to crime. east st. louis has always been known as a poor area. jobs would probly help this situation a lot. factories going overseas probly contributed a lot to the problem.

      The problem is that jobs require “plant” meaning buildings, and related machinery. Those people would refuse jobs requiring them to do actual work. They have been indoctrinated in “Welfare Rights” The factories would be vandalized and robbed, the employers would be subject to blackmail, and extortion (see tactics of Jesse Jackson and the Rainbow Co.) The “Work Ethic” has been bred out in the last three generations of welfare “rights”.

    So the mayor of this city is violating the 1st, 2nd, 4th, possibly the 5th, and 9th amendments. “There is something going on in the community at this point that we’ve got to safeguard them and keep them off the streets,” is just one more example of the liberals’ ideals to take away freedoms in order to “protect” the citizens. Not only that, he’s threatening to call in the Nat’l Guard? Last time I checked, the Nat’l Guard answered to the governor, not a mayor. Although, as liberal a state as Illinois is, it will be allowed to happen, and again, law-abiding citizens will be the ones to suffer, probably by yet another violation of the 3rd amendment.

    the thing most people forget is that Constitutional freedoms only protect us from the Federal Powers…. Read the 10th amendment if you will… Cities and States have the freedom to make whatever the hell kinds of rules they want with complete disregard to the Fed if they want so long as it does not contradict or conflict the Constitution…

    Gun, Drug, Violence, Dress Code, Religious, etc laws are illegal for the Fed to pass but tehy are perfectly legal for the Staes, Cities, and Counties except in such cases as the Supreme Court has ruled otherwise…

    Are you absolutely certain that this is being done simply because the local government folks are “intoxicated by bureaucratic power”? Hows about you go to East Saint Louis, stay in a cheap motel for a couple of weeks, and come back to report your findings?

    While I’m not arguing with you on the idea that some, possibly many politicos are power addicted, I’d just like to make sure that you’re sure this is the one and only reason for the “crackdown” there. Curfews for minors have been around since I was a child (1960s). I see no problem with those. And while the dress code is overboard and probably unconstitutional, I understand the reasoning behind it (other that a power grab). Back in the 80s I worked for a company where everyone wore blue uniforms. This was in Los Angeles, Mecca at that time for the Bloods and the Crips street gangs.     Can someone give me a major city that’s conservative and run by the most part – republicans, that have these same problems. The major problems in our major cities have been caused by liberal and democratic politicians – from city counsil member, to mayor, to govenor.

    E. St. Louis iL is overwhelmingly black yet they show a staged picture of a white young man being arrested. That is too funny. Shows how terrified the media is of being attacked for showing a black being arrested. The mayor is right to do what needs to be done. I don’t agree with just stopping anyone for no reason but the rest sounds unobtrusive. The author of this article ends by stating: “local officials increasingly intoxicated by bureaucratic power take it upon themselves to rob liberty for perceived safety.” Oh stop the fkg hysterics, a$$hole. What fkg liberty is the mayor robbing? The liberty of lowlife thugs to rob and kill? Fk you, you sanctimonious pos!

    On its face the story does raise some interesting questions. I don’t think the Constitution has anything to do with it. I can spot a few violations here and so it leads me to ask “Where is the ACLU? this is the kind of overreach that they would giove their eye teeth for. So I am going to guess that this is just an attempt to rabble rouse on the part of Mr. Rolley. So I guess a better quetion would be is why are you ( Mr. Rolley) doing as Obama wants nad using diversion from other issues before this election? Just asking.

    This was planned months ago. I heard a policeman who stated that in October that they had orders to guard the homes of the mayor of St Louis as well as the other elitis in the area. The purpose for calling in the national guard is a confiscation of all the guns. This will act as a trial to be carried out throughout the United States. God help us and hide your weapons! Do not give them up!

    Parks sounds like another obozo want to be, all he is doing to taking away the rights of free citizens. What ID checks? That’s not fair to those on welfare, illegals and the rest of the poor me crowd, it’s hardship to get a ID? But they don’t want ID’s to vote, yeap, obozo has come to St. Louis, what a shame, why not just lock up those who commit crimes? Makes to much sense to a liberial.

That also costs money to feed and shelter them for months and years. So do you have an extra $30,000 per person per year to do so?     My question is, where are the parents of these kids? i realize times have changed immensely but this is ridiculous. Can they not control their children? Do they not care? Do the children control the parent(s).? In my day, a kid didn’t have the opportunity to run and gun. If you went anyway, you got your behind smoked when you got home and you didn’t even go to the bathroom without permission for awhile. If you had wronged someone or run afoul of the law, you got to go apologize and/or make restitution for what you did wrong. Then you got to work to pay off the bill. I don’t like the idea of a police state by any means but what are they going to do? The authorities are in a box and have to do something to quell the unrest and violence. Apparently the parents and communities aren’t interested enough to make a difference. Jut sayin…..

      Sorry, Karolyn. Even if there was only ONE law abiding citizen in the city, there would be no cause to take away their rights! ALL of our rights are guaranteed by the constitution!!! I would NOT be willing to give up my rights under any circumstance and you shouldn’t be either! It becomes a very slippery slope when they start taking away the rights of one group or another!!!

        I agree completely. We have to stay vigilant and make sure that our rights are not done away with. But we, also, need to make sure that we don’t go overboard with it. Going overboard, or extreme, has to be shut down on either side. If we don’t our country will fail to serve it’s citizens, and there would be no reason for it.

        I agree Nancy. Why not put the effort into arresting and locking up the criminals? ANd make the punishments mean something. This slap on the wrists and revolving door system doesn’t work. Long hard sentences and make sure they are carried out. A ten year sentence means you are locked up for ten years not four and a half years after good behavior. Good tijme means they don’t add more time on your sentence.If you cause a riot or disruption they don’t argue or negociate they shoot to kill.don’t like it don’t do the crime.and when in prison, make them work or they don’t eat. teach them a work ethic so they can make it once they are out.

    The city is on lock down? How is enforcing a curfew for minors that exists in almost all other cities locking a city down? The requirement for I.D. is just to show that you’re not a minor. And all those statements he made about locking the city down and the national guard are nothing more than statements meant to get his point across.

    I experienced the following in East St. Louis:
    My husband who is black and I, took a wrong turn and ended up in East St. Louis on a late evening around 16 years ago. We stopped at a gas station , while he went in to ask for directions, he warnend me to have doors and windwos looked, while I was waiting for him.

    As soon as he went in the Station, our car was surounded by at least 15 people who seemed to come out of nowwhere, they looked at me like they never saw a white person befor. I felt like I was in a Zoo cage.

    I haven’t been their since then and I don’t know if it changed since then, but I will avoid this city by any means.

    How about letting honest law abiding citizens carry guns to defend themselves, with only a police investigation, if they have to use that gun? When citizens take responsibility, there is much less crime, and tax payers have to pay for less law enforcement. And, guess what? We retain our freedoms instead of having a Police State.

    When the dollar crashes and all hell breaks out, you can expect more of the same in most cities. They will become a kill zone. Forget guns, people will be using spears, axes, rocks anything that works to get the food they need because they didn’t stock up and once they get hungry, your food is THEIR food.

    Police State, Police State, Police State….I hope someone sues the heck out of the idiot that is imposing these rules. And how about the Police that are following their orders.
    Does anyone remember the Nuremberg Trials. Just because the State tells you to violate our constitutional rights does not mean you must obey. The liability for implementing rules that violate our rights falls upon the police and the government officials.
