The mayor and police chief of Paragould, Ark., endorsed a plan that would involve police in full SWAT gear brandishing AR-15s as they patrol streets downtown.

Residents of the Arkansas town of Paragould — population barely 25,000 — will soon begin noticing a constant presence of militarized police patrolling the streets and asking to see pedestrians’ papers.

At a town meeting last week, Paragould Mayor Mike Gaskill and Police Chief Todd Stovall endorsed a plan that would involve police in full SWAT gear brandishing AR-15s roaming streets downtown on a daily basis. The officials cite rising crime rates in the city as the primary reason for visually militarizing police on regular patrols.

According to city-data.com, Paragould has had a property crime index rating more than double the national average since 2007. Rapes, burglaries, thefts and assaults per capita are well above the national average in the city.

“This fear is what’s given us the reason to do this. Once I have stats and people saying they’re scared, we can do this,” Stovall said, according to the Paragould Daily Press. “It allows us to do what we’re fixing to do.”

The officials said that the police would not only be on the lookout for criminal activity, but will also collect ID from anyone and everyone they encounter in the city.

“If you’re out walking, we’re going to stop you, ask why you’re out walking, check for your ID,” the Daily Press reported him saying during last week’s meeting.

“To ask you for your ID, I have to have a reason,” he said. “Well, I’ve got statistical reasons that say I’ve got a lot of crime right now, which gives me probable cause to ask what you’re doing out. Then when I add that people are scared…then that gives us even more [reason] to ask why are you here and what are you doing in this area.”

“They may not be doing anything but walking their dog,” added Gaskill, “but they’re going to have to prove it.”

The officials contend that the policies, set to be rolled out in 2013, will not violate residents’ 4th Amendment rights because it is their “duty and obligation” to find out why crime rates are high and how they can lower them.

    WHEN I WAS A STUDENT AT, Arkansas State University [ASU] – WHICH IS LOCATED IN JONESBORO, NOT FAR FROM PARAGOULD – DURING THE 1980s, THE ONLY “COLORED” PEOPLE I SAW WERE ON CAMPUS. CRIME WAS BASICALLY NON-EXISTENT IN JONESBORO AT THAT TIME. NOW – IN RECENT YEARS – MEMPHIS NEWS OFTEN HAS STORIES OF VIOLENT-CRIME EVENTS OCCURING IN JONESBORO. WHEN I WAS AT ASU, THE UNIVERSITY HAD AN IN-STATE TUITION POLICY OPEN TO EVERYONE WHO LIVED WITHIN AN EIGHTY-MILE RADIUS OF JONESBORO. THEREFORE, MEMPHIANS WERE ABLE TO ATTEND ASU AT IN-STATE RATES. WHEN I WAS AT ASU, MOST NEGRO COLLEGE-BOUND MEMPHIANS DID NOT KNOW [OR, CARE] ABOUT ASU’s IN-STATE RATES. [At that time, ASU was cheaper than, (then), Memphis State University; but, MSU had a better athletic program]. AFTER I LEFT ASU IN 1990, MORE MEMPHIS- (AND, NORTHERN MISSISSIPPI)- RESIDENTS BEGAN TO ATTEND ASU. I THINK THIS RISE IN ASU’s “COLORED-” STUDENT POPULATION HAD A DISASTROUS IMPACT ON JONESBORO’S CRIME-RATE. MAYBE, ASU NEEDS TO ABOLISH THIS IN-STATE TUITION POLICY.

    SINCE PARAGOULD IS “CLOSE-BY,” I THINK JONESBORO’S CRIME PROBLEM HAS SPREAD TO THAT TOWN. HOW SAD.

      Good statistical observation Chris. That trend can be easily proven to be factual, granted that the data collection is done by an un-biased/non Obama supprter. Trends in crime infiltrate once quiet and productive towns when federal government supported “aid” programs are introduced and accepted. Once government aid is taken by the city or town, the federal government imposes their “aid” programs to non contributing rescipients whom have their hand out for everything they can take, and put nothing into the system/aid program(s) that they take from. That is very sad, because there are a lot of good, caring, hard working and productive Americans whom bear the burden of supporting lazy and non caring “takers” ,whom have no sense of “community” with their host town/city they take from. All the takers care about is what they can get from the federal and local government for them. The takers have no concept of what it takes for the working people do to: get training and develope skill sets, find a job(s), plan a schedule, commute to and from work, pay for gasoline, ay for auto insurance, pay for car loan payments, pay for maintenance for the vehicle to commute in, and the time that is lost from their lives commuting to and from work. The takers just wait for welfare/aid checks to arrive. The takers have a lot of non productive time on their hands to do nothing but do non productive things that many times leads to illegal activities, make babies that the working Americans will end up supporting for food, medical and education, caring for and in many cases, pay law enforcement and courts and penal systems to deal with the taker’s offspring whom chose to take the criminal lifestyle. That is a very expensive and totally preventable financial burden for the responsible Americans to carry.

        IN ADDITION TO ASU’s IN-STATE POLICY, EASTERN ARKANSAS HAS A CONSTANT “INFLUX” OF NEGROES FROM MISSISSIPPI AND TENNESSEE DUE TO THE POPULARITY OF A GREYHOUND RACING/GAMING RESORT IN CRITTENDEN COUNTY – ACROSS THE MISSISSIPPI RIVER FROM, MEMPHIS. MEMPHIS’ TRANSIT-BUS SYSTEM PROVIDES FREE RIDES TO THIS RESORT. MOSTLY NEGROES UTILIZE THIS BUS. IN MEMPHIS NEWS THERE ARE STORIES OF PEOPLE BEING ASSAULTED [AND, MURDERED] AFTER LEAVING CASINOS IN TUNICA COUNTY, MISSISSIPPI.         The solution being, to arrest and hold for investigation anyone who can’t prove that they are not a “taker.” A recent paystub will do for a start. Later, a certificate from the local city government that you are not on any list of government handouts — such as Welfare, Food Stamps, Aid to Dependent Children, Unemployment Comp. Maybe add in Veterans’ Benefits, Social Security, and Medicare later. Federal crop subsidies?

        WHILE I WAS AT ASU, MY DOCTOR WAS IN PARAGOULD. AT THAT TIME, PARAGOULD WAS A, “sleepy little white town.” EVERY TIME I WENT TO SEE MY DOCTOR, EVERYONE HAD THEIR EYES ON ME. SO, WHEN A SMALL CAUCASIAN TOWN BEGINS TO SEE NEGRO MALES ON PUBLIC STREETS, IT FRIGHTENS THE COMMUNITY.

        NEGROES ARE USED TO HAVING TO SHOW IDENTIFICATION TO POLICE – EVEN, WHEN WALKING DOWN THE STREET IN YOUR OWN CITY OR TOWN.           As you know the reason you get hassled is because of the behavior of some of your brothers. Everyone knows (but it is politically incorrect to say) that the percentage of blacks committing violent crimes is much more than for the rest of the population. It sure is too bad that you have to go through all that for no fault of your own but until that percentage of your brothers simmers down and start acting like civilized people this is going to happen. People demand to be left unmolested and in possession of their hard earned goods.

      For proof of your theory you need look no further than at a town called Dubuque, Ia. They didn’t have a crime problem and there were almost no blacks in residence. Then they elected a mayor who thought it was a good idea to import black families at public expense. Almost immediately their police dept got busier and they had to hire more cops. Now they have problems with drugs and violent crime.
      I’m sure, though, that there’s no correlation. Just ask any good liberal.
      And I’m also sure that those like ‘Big Easy’ will be calling me names for pointing this out.

        Yep mass transit killed the nice neighborhoods of Dallas Tx in the 70′s and early 80′s. Where I grew up in Lake Highlands there were very few blacks, now it is probably 70% black and crime rate is terrible. I now live 20 miles north of there and most of my neighbors are moving further north as the scum is knocking on ourr doors again.

      WOW,finally, someone with the ball’s to say negro!the same senareo happened in a small town in Wisconsin.22,000 people or so,in the mid to late 60′s one black man lived there,he is a good friend of mine,we played golf and shot pool together for years,as time goes by more blacks immograte to this town,no biggie.but then a few years ago, a tavern(a succesful nightclub)was sold to a guy who wanted to turn it into a danceclub!the black people complained they had nowhere to go and party.blah blah blah,…it opens and it’s a transition from old crowd to new crowd…doesn’t take long and you have a nightclub for the black crowd now,but with that thing’s went bad emediatly…drug dealing and fight’s were the norm on weekends for this place and police presents went up 100%,then came the stabbings and gun play, and the place closed up within a year!..stabbings and gunplay dissapeared,fights went down and or back to normal,but the police presence remained the same!which may put stress on the area police to maintain that amount of police to a small area,may be overkill or not,whatever the reason if you say it’s because of the presence of a certain race,then you are said to be racist,is that why they kept the police presence at that force to deny any racism?it just spreads and no one want’s to admit it!(to be politicaly correct),if this is the reason just say it for god’s sake,quit dancing around the truth!glad you said this Chris,and you wrote it as to not affend(me anyways)it’s bad when you have to be careful on how you speak!..it may be a good idea at the time,but know when to pull back on the amount of law enforcement in a area…as for “papers please”,that could get out of hand real fast!!..i know it does in that town in Wisconsin still to this day!!

      So, would it be out of line to suggest that in a town with such high crime rates…everyone should be armed? I mean if someone encounters a burglar / rapist / thief in their home in the middle of the night, wouldn’t it save everyone a lot of trouble to just shoot them dead on the spot? I’m pretty sure it would clean up the crime problem in a matter of weeks without military involvement.

        There is a small town in southern Utah (pop is a few thousand) that mandates a weapon for every resident over 8 years. You can not live there without owning a weapon to protect yourself. Crime rate is zero.
        Maybe the rest of us should follow their example and take care of ourselves.

    This is coming soon to every city in America. Paragould is only a pilot program, to see how the people accept it and what, if any, resistance there will be. It will coincide with such strict gun laws being passed that private citizens will not be able to defend themselves. And, cities will need the Fed to “control the people.” There is nothing that won’t be done, no false-flag too ugly to commit, to bring citizens under total control. If you think that is baloney, squat and watch…

    Le me say this to CAH. It is no wonder what is happening in this country as we allow every criminal in the world to cross our borders. There is no effort to keep anyone out.
    When this country was 80% White, it was safe to walk our streets and for our kids to play outside and even walk to school. What do we expect when we allow an illegal, Chicago crime lord, supported by millions of other illegals, to run our lives.

    I agree that when blacks move in, crime rates skyrocket. It has happened to many neighborhoods, as well as cities. Look at any city that is governed by blacks. You can take Detroit as an example. Whites have left and they took their money with them. Nearly 50% of the remaining people in Detroit are functionally illiterate and the city is full of crime and crumbling into a pile of rubbish. As we allow these elements, foreign and domestic, to ruin what we had in this country….remember turning this country into rubbish, is the plan….flood the country with criminals, malcontents, and illegals, create chaos, and topple economic and social freedom. Americans have not protected their way of life, their culture, their personal rights as real citizens or even their country from invasion.

    I think the better solution would be to pass out guns and knives to each citizen, schedule each of them for self-defense classes, and tell them to blow away anybody that tries to take their stuff. The SWAT patrol is going to busy themselves stopping their neighbor and asking for ID while the robber/rapist/murderer is busy elsewhere. Had an incident illustrating this just a couple days ago. I was driving home on a deserted 4 lane highway–I mean I was the only car out there, except for a highway patrol car parked on the side of the road. My cruise was set on 65 (limit 70). When I saw the patrol car I moved into the left lane, passed, then pulled back into the right lane, checking my rear view to make sure I wasn’t going to run over anyone. A mile down the road I looked in the rear view and saw the flashing lights, pulled over, and the cocky little patrolman marched up and demanded my license and insurance which he ran through his criminal base. My offense on this deserted highway with just me and him?? I had not signaled my lane change!!! What an idiot. I’m going to court over it. Some people are just not qualified to have a badge and the authority that goes with it!!!

      well fool,i could tell you a hundred stories or so on what police can or can’t do,legally..when you present yourself to a lonesome police officer out in the middle of nowhere,he will act upon it!something click’s in their head and the badge becomes a license to kill(so to speak)and most officers don’t think of what’s gonna happen in the next few minutes because of their actions,but then it becomes a situation on how do they get themselves out of said situation that they created!it’s f#$ked up but it’s what they do best,create problems or make them worse!know you’re rights,they hate it when you know you’re rights better than them!question athority!ask them emediatly what’s the problem,most times they look for a reason after they stop you!big differants,but not to them,they hope you’re dumb as a bag of hammers and they can pin anything they can on you to entertain themselves!oppression does happen to Americans everyday and most of them don’t even know it!

      Highway patrolmen are little more than meter maids on wheels. They get paid for writing tickets for traffic violations and doing traffic control at accident scenes. They are good at that and only that. They all seem to have an inferiority complex and a certain by the book and only by the book attitude, I guess, because they aren’t real cops. (I don’t begrudge them their weapons but I sometimes wonder how they keep from hurting themselves with them.)
      I was a city PO for years and I had very little use for these guys. If they were ever involved in anything that didn’t have anything to do with traffic laws they just got in the way. I was given a ticket book when I joined the force and gave them back the same book with only two tickets missing (my daughter scribbled on them) when I left. My attitude was: Most of these people are just ordinary folks on their way to work or home and as long as they didn’t cause an accident where someone was hurt why add to the burden that they already have? If someone violated the traffic laws slightly (not signalling a turn or speeding a little, that sort of thing) I would just stop them and have a little talk with them and let them go on their way.
      On the other hand if the violation was so great (drag racing, reckless driving, etc) that something needed to be done I would arrest that person, tow their car and take them down to sit in the crow bar hotel until they posted bond. That seemed to get the message across.
      You just caught the notice of a patrolman that was probably bored out of his skull.

    If I was asked by one of these cops what I was doing, I would tell them that it’s none of their business. I wouod also not consent to a search. I’m sure I would end up in jail for a second, but after I sue – I’d have the money to move.

    I am sooo sorry to see my country go down this road. Yes we need to stand up to this show of government control and desensitization to the police state. The citizens of this community need to take a stand together. Moving wouldn’t help in the long run. The police state will just extend itself. Next, it is true, most people on a govt run welfare program do have an entitilement mentality. Takers. Non productive. And have been conditioned by the ‘leftist’ mentality that they are ‘victims’ . I know. I have rental property and we accept section 8. That being said, to blanket label ALL BLACKS as criminals and ALL CRIME perpertated in this community as BLACK, I would guess in not completely accurate. And more importantly, it distractis from the real problem. GOVERNMENT!! Liberal education. Immmorality. Slothfulness. poor Black on poor black crime IS horrendous. Something on the lines of 97%. And yes, shooting a criminal who is attacking you is a God given, Natural Law. So please people, remember that 70% of black people are hard working morals and values.

      well bj,you can give people %’s all you want,every town and part of this country are differant on their amount of crime and who and why,black and white.anyway you look at it,it comes down to crime…period…when people are together crime accurs!it’s up to the person to determine if what he’s doing is a crime against mankind,and most just don’t care.yes prisons are filled with 82%blacks,the rest is split up with all the other races and ethnic groups and sexes!suck’s don’t it?!!but true!when someone say’s,”you do the math”,then say what can we do to help bring that % down?some say mentality,some say neiborhood,some say the gov’t…..i even heard a statement of”,look whats happening in the whitehouse,or should we say blackhouse?”,”Obama is putting all black people in there”…now that is mentality,then you want neiborhood,then you hear foodstamps and welfare babies,etc…then gov’t would be in all of that thinking!and this whitehouse does not listen to the people of this country..everybody is pointing their finger in that direction right now,thats what we need to change,VOTE armed with knowladge not hatred,these past elections were based on the race and direction(marxism)of this man!!and it’s all wrong for America.

      THE PROBLEM IS, WHEN NEGROES GO TO AREAS WHICH ARE MAJORITY CAUCASIAN, THEY DO NOT KNOW HOW TO BEHAVE. IN AN EARLIER COMMENT, I MENTIONED THE NEGATIVE IMPACT MEMPHIS’ TRANSIT-BUS SYSTEM HAD ON THE CITY’S BEST NEIGHBORHOODS.

      WHEN BUS ROUTES WERE ADDED TO THESE NEIGHBORHOODS, TRANSIT-BUS BENCHES WITH COVERINGS WERE PLACED AT STRATEGIC “SPOTS” IN THESE NEIGHBORHOODS. NEGRO MALES WOULD PUBLICALLY URINATE AROUND THE BENCH AREA, SMOKE DOPE AND DRINK BEER/LIQUOR. THESE NEGROES OFTEN SAT ON THESE BENCHES – NOT, TO WAIT ON THE BUS – BUT, TO CONGREGATE WITH OTHERS. THIS SCENE HAD A NEGATIVE IMPACT ON SURROUNDING BUSINESSES. Memphis Police Department OFTEN PATROLED AROUND THESE “BUS SHEDS.”

      MY POINT IS, “bj,” IN NEGRO NEIGHBORHOODS PEOPLE SIT ON THEIR FRONT PORCH AND DRINK BEER, ETC. THEREFORE, THEY HAVE NO PROBLEM WITH CONTINUING THIS TYPE OF ACTIVITY IN UPSCALE NEIGHBORHOODS.

      IT IS A F-A-C-T THAT CAUCASIANS MAKE AN “INSTANT IMPRESSION” OF NEGROES, BASED ON THEIR BEHAVIOR.

    Sounds to me like you may be overreacting to this situation. I read an article posted by one of the local newspapers (link below) and it sounds to me like the police chief is simply trying to bring law and order back to his city. He plans to put more officers in the high crime areas of his city to discourage criminal activity and reassure law abiding citizens that they will be safe. I think most of us would expect our authorities to take action similar to this to control crime in our cities if we thought the crime rate was getting too high, wouldn’t we? Maybe we would choose other methods, but this chief thinks this is the best method for Paragould’s particular situation, so I’m inclined to go along with it until, and unless I hear the police is abusing their authority. Until then, what he’s doing is fine with me, and I’ll bet it is fine with the local law abiding citizens as well. Otherwise, they’ll elect another police chief at the next election. As far as asking residents for ID, that doesn’t bother me. Few people of adult age walk around without some form of ID on them, like a driver’s license. In any case, I really doubt that anyone is going to be arrested or harassed by the police for not having ID on them or not being a local resident.       Wow George you sure easily give up your freedom. I bet the cost of hiring all those additional police officers is very expensive. You have to arm and train, then pay a salary to them. Just arm and train all civilians, they wont ask for a pay check. Well some already get one, called welfare, but you get my meaning here.

        I’m for that. I think an armed society is a safer society. That would also be the cheapest way to control crime. However, you can’t make people arm and protect themselves, and it is the government’s responsibility to maintain law and order. I don’t particularly like armed police patrolling the streets either, but I’d rather have that than armed criminals patrolling the streets. So long as this situation is left to the folks of small towns to handle, they’ll do the right thing, most of the time, and won’t abuse their citizens too much because those are the people that vote for the mayor and police chief.

    Instead of stopping people in a way that would be considered profiling, they are theoretically stopping everyone. At least that is fair. I understand that a policeman is risking his life when he stops the wrong person. The most likely cause is drug addiction. I want the DEATH PENALTY for drug dealers ( I don’t mean someone selling an occasional pain pill for $1 apiece), and SPEEDY TRIALS.

    Seems like this is a glimpse of what is coming…closer to tyranny & enslavement of ALL.
    It might be a better idea to go back to having just regular police walking the beat downtown, without the menacing & intimidating black gear & weapons.
    Everyone used to know each other by name in their area each person helped one another as friends & neighbours.

    We need to stop being led around by the nose & band together. There is safety in numbers as they say.

    Bring some humanity back for goodness sake. Stop conditioning people with these insidious tactics.

    Additionally maybe it should be mandatory for all citizens to own a gun..Switzerland has this law and their murder rate is ZERO.

    this is clearly a violation of ypur 4th ammendment and people should sue you also have a right to protect yourself your 2nd ammendment and should do so. I open carry and live in a state that allows ALL law abiding citizens to carry we have one of the lowest crime rates in the country. I for one will not put up with this clear violation of my rights EVER! NOT ONLY IS IT YOUR RIGHT TO DISOBEY AN UNJUST LAW ITS YOUR DUTY TO DO SO T.JEFFERSON

    The police are wrong on this one. you cant ask for papers just because the crime rate is high. What if you dont have papaers do they arrest you? if so look for a lot of legal suites against the city
