House Committee Passes Domestic Partnership Benefits Legislation

House committee passes domestic partnership benefits legislationOn Nov.17 the House Committee on Oversight and Government Reform announced the approval of the Domestic Partnership Benefits and Obligations Act of 2009 which will make employment benefits available to the same-sex domestic partners of federal employees.

The legislation will also make certain benefits, including healthcare, available to same-sex domestic partners of former employees and annuitants.

"I am delighted with the committee’s action," said Representative Tammy Baldwin (D-Wisc.), author of the bill. "Equality and diversity in the workplace [will] boost productivity and help…keep the most qualified employees."

The act declares that for an employee to be eligible, they must first certify in an affidavit that their relationship satisfies the criteria set out in the legislation for establishing a domestic partnership.

"We must begin to implement workplace benefits that allow us to be as attractive, if not more attractive, than the private sector," said committee chairman Ed Towns.

Meanwhile, some Republican committee members argued that the legislation grants an improper extension of benefits to a small fraction of federal employees at a time when unemployment is rising, according to

The bill will now move to the House floor for debate. Companion legislation has been introduced by Senator Susan Collins (R-Maine) and Senator Joe Lieberman (I-Conn.).

Earlier this year, the committee passed legislation to provide four weeks of paid parental leave for federal employees who are fostering or adopting a child.

    Tammy Baldwin equates giving protected status to a self-serving minority group with making the government better (more ‘productive’). I can only hope she was never a teacher or involved in science. What’s in the water in Wisconsin?
    What this crap legislation will do is to guarantee that those who benefit from it will remain “loyal” Dem voters. That is, comrade obama is BUYING EASY VOTES. Way to go, obama. Your true colors have been exposed AGAIN.
    America won’t be better because of this delusional approach to reality. This is so typical of the ‘fantasy feels better than reality’ psychosis that is a dem’s mindset. Now they can push for the rest of their twisted agenda, and move to protect groups like NAMBLA (do it for the children?).
    People, this is nothing but ‘pure,’ political leadership-by-example. That is, a non-leader, backed by wackos, protecting an undeserving group via pc and aclu-style tactics.
    In common parlance, this is LOSE-LOSE for America.
    It is WIN-WIN for those who never had an ounce of common sense or functional ideals. Weep, America, certified crazies are running the asylum!

        The Domestic Partnership Benefits and Obligations Act (DPBO) would provide the same family benefits to lesbian and gay federal civilian employees as are already provided to employees with different-sex spouses.

    This is a travesty. Homosexuality is a sin! My tax dollars are now paying for their “partners” benefits and I am pissed as hell about it. My tax money is paying for this, soon it will be paying for abortions when they get their new Health Care Bill passed (if you think it won’t – think again), now they are proposing a war surtax to pay for the additional troops being sent into Afghanistan, and on and on and on. When will it stop.

    Looks like the US is finally joining the rest of the civilized world. Hopefully, DOMA and DADT will also soon go to the trash bin of history where they belong. It’s odd so many people are against “big government” unless it’s their big government and it’s repressing people they don’t like.

    Here is the political correct mind view for the future. “If it does not bother me it does not bother you”. A United States where all things are acceptable as diversity,no limits. All sexual behavior equated with race discrimination acceptable no madder the effect on the family structure of DOMA for federal employees graduating further to all out citizens. What else will the political correct machine do to use our tax dollars for nothing else but what will bring about a free love shang ra la world of apology and being open more to terrorist attack by Islamists extreamists who seak to impose they’re God Mohamed on us. When they bring Islamic Law non of this will be acceptable and punishable by death. Also our freedom of worship will be taken away, woman rights will loose, we will be in worship 5 times a day to a false God. There will be no bargaining!

      The only unfortunate thing about this legislation is the indignation we’re going to hear from the homophobes that are hiding behind their Bibles. Homosexuality occurs in nature, it is not a lifestyle choice and extending basic rights to all of its citizens is what nations do. A famous Canadian politician once said “The state has no business in the bedrooms of the nation”, and that should be common sense there, here and anywhere else too. Who cares what two consenting adults do in the privacy of their own home? (NAMBLA is still wrong and it’s disingenuous to mention them in any same sex debate.) This legislation doesn’t affect me and if you’re not gay it doesn’t really affect you either. Surely there are more important issues to worry about than this.

          By the way, your first sentence is a sentence fragment which is usually defined as an incomplete thought. (THAT’s ironic!) Typically, the letter “l” occurs in the word typically, twice. You misspelled criticism, aptitude and forgot the apostrophe when you meant another’s. I’m not sure what “literit” is supposed to mean. This is “Liberal criticism”? Wouldn’t a liberal, tolerate and encourage this kind of writing? Wouldn’t it be a conservative that would demand proper grammar and spelling like it was back in the “old days”. My feeling is, if you’re going to call someone stupid (or stupit) have the decency to spell it properly.

    Taxation without TRUE representation. Special interst groups acquire the damdist bills to only further gay life style rather than the communities moral and ethical life styles. The fags need to quit while they are ahead.
