Bozo Cop Booted For Ticketing Tinkling Toddler

When it comes to bureaucratic insanity versus common sense in modern America, it seems that bureaucratic insanity usually wins. But in the case of a cop who recently wrote a $2,500 ticket to the mother of a 3-year-old who was urinating outdoors, it looks like common sense has prevailed.

Officer Ken Qualls of Piedmont, Okla., wrote Ashley Warden a $2,500 ticket for public urination when he spotted her 3-year-old son Dillan put his still-developing potty training skills to use by unzipping and beginning to relive himself in his front yard on Nov. 6.

According to NewsOK, the resulting public backlash stemming from the officer’s lack of discretion in ticketing the youngster’s mother has prompted the local city council to relieve Qualls of his duty. Piedmont City Council members reported receiving emails about the ticket from as far away as Canada, England and Australia.

Local Police Chief Alex Oblein told NewsOK that the ticket was written to the mother initially for public urination, but that the complaint was later amended to contributing to the delinquency of a minor. He agreed that the citation was inappropriate for the situation.

Qualls is expected to appeal the city’s decision.

    Good for the local city council. If he should somehow be reinstated I hope the whole city shuns him to the point he has to leave.

    This shows the power of the Internet. Had this story not appeared online, I doubt that anything would have been done to the cop. The ticket given to the boy’s mother, though was not dropped, according to a story I read yesterday. It was just changed and she was levied a lesser fine. It should have been dropped completely. This badge heavy SOB does not deserve to be a cop. He’s a prime example of what a bad cop is.

      The D.A. is not pursuing the matter, so no action (including fine) will be taken.

        Under the worst of circumstances, this charge is only a misdemeanor so the “D.A.” would never have been involved. Since this citation was written by “City Police” it would have gone to the City Magistrate, next to the County Judge if the Mother demanded a jury trial (which I would have done) and I seriously doubt any sane juror would have EVER voted for a conviction.

        A City Magistrate has no authority to simply dismiss a charge… but they do have the authority not to pursue that charge…

        Just how is a 3 year old’s whizzing in the yard translate into “contributing to the delinquency of a minor?” I’m pretty sure the mother didn’t suggest to the child that he should whiz in the outdoors????? And a $2,500 fine? Get real Oklahoma

      There are far worse examples of what a “bad cop” is. The murder for hire cops in New Orleans, for example. Cops who use their badges to commit crimes. Cops who regard themselves as above the laws they’re sworn to enforce. This guy is just what the article decribes, a doofus who lacks common sense. There’s a certain attitude common to, but not limited to, bureaucrats. “The law is the law.” “The rules are the rules.” A shrug and the law is to be obeyed no matter how stupid or destructive or lacking in good sense. A law or rule is made to alleviate a problem. Usually with good intentions. It is soon discovered thar the new law or rule is making the problem worse. But, “the law is the law” to obeyed no matter what. Just take a look at what utter fools many school adminitrations are making of themselves with their “zero tolerance” stupidity. A six year old suspended because his baseball cap GI Joe is carrying a toothpick size gun. The cop shouldn’t be a cop, not because he’s necessarily a bad cop. He shouldn’t be a cop because he’s a robot, lacking in intelligence and common sense.

      Good thing these cops are generally Conservative in upholding the laws of the land. LOL! Oklahoma is considered a red state and so is South Carolina and they love “law and order”. They love incarcerating drug users and sexual crimes so what did you all expect from this gun ho officer. Maybe Conservatives should reign in all their “everyone is a potential criminal” laws and go back to embracing common sense. This small victory for this 3 year old is wonderful but will it stop or change the other stupid laws. Now if we can fire cops who kill innocent victims or routinely beat up any one they want then that would be progress in red and blue states alike.

        Eddie, eddie, the majority political sentiments of a whole state do not have any relationship to what an imbalanced, anal retentive cop does at local level. Not everything is reducible to politics.

        Did it escape your notice that he was fired? You should be singing the praises of the “red state” local city council, unless of course you make the automatic assumption that the council is liberal.

        Even I, a confirmed Conservative, don’t believe all Liberals are bad people. You and I occasionally find points of agreement, and that’s as it should be.

      Sounds like you & Eddie blame the conservatives. It’s the stupid cops! I’m originally from Wi., which is really liberal, and you can be harasses there if a cop doesn’t like what you’ve said or done. And in general, any law is how any cop wants it to read or be enforced.

    We’re missing the point. The ‘incident’ happened in her own yard, and she was still left with a complaint filed against her even though it will not be prosecuted. It’s the principle of having a complaint stand. The only thing she should receive is a profound apology. And, once again, the idiots in charge didn’t have the common sense to recognize the foolishness on their own…they had to be coerced by public pressure.

      I agree. I wonder if this same over-reaction would have happened 10 to 15 years ago. This little guy was peeing in his own front yard……so what’s the big deal? If he is potty training, he probably couldn’t hold it to get all the way to the bathroom indoors.

      Yet another sad example of a government gone completely out of control. I hope that stupid cop never gets his job back in Oklahoma or anywhere else.

    This officer is the type I cannot stand working on the same calls for service with when I’m on duty because they do dumb, useless crap like this instead of making an effort to combat real criminals, you know the type that break into things to steal things or even the type of criminal that commit that minor felony called MURDER.

    Nice work officer, you prevented this three year old from relieving himself outside… I will feel so safe if he is able to work the street again (insert sarcasm here)

    Its cops like this idiot that, at times, makes me a bit embarrassed to put my badge on and to think of him as a brother officer…….

    Makes me wonder whether the policeman has any youngsters of his own? Is it possible he has a difficult situation with a child in his own home.?.Try as hard as a good mother would, kiddos don’t always reach the maturity that even a doctor might indicate is “normal for his age”.,,especially when it’s stated that he was on their own property ? I have five grown kiddos & always tried to instill into them that a policeman can be your good friend if ever you need help. I especially noticed this when we were in Japan and many police in neighborhood area police-box stations seemed to know each child by name who lived in his area. I think they also are responsible for doing their census.Possibly a more true census than what the USA does ? Maybe we could learn from their way ?

        what my observation of a system in Japan was that of a “neighborly”attitude which means any stranger would be obvious.Here sometimes after some crime, the police must go door to door to question and find that no one saw anything. I hope that the little boy doesn’t have problems with having a policeman say that he did wrong..I’d rather that he think of a policeman as a friend if ever he needs help out on any street….all of which are not always safe.

      The grass is certainly burnt on your side of the fence Nadzieja! Check out any state and see which legislatures push for harsher laws and tougher penalties. Generally they are Conservatives. They want harsher drug laws when the War on Drugs has been a failure. Did you know that if you pee in the open you can be charged as a sexual predator and serve years in jail. Conservative lawmakers don’t always have common sense and love to put everyone in their dragnets. Janet made a valid point yet you chose to label her with “typical symptoms” . Maybe you ought to take a poke at your side of the fence in giving the police so much power.

    I think perhaps we are ignoring lthe obvious. The city council has taken action to recify the situation – good for them. What we don’t seem to realize is that the only situation that was rectified is that the council reacted to adverse publicity and public pressure and acted by throwing the cop under the bus so THEY would not get caught in the sporlight.

    If they had truly been seeking to repair the injustice, there would be NO lessor charges, but reduced charges remain which to me means simply that the City Council is saying they are right, the mother and child are wrong and the cop that created the opportunity to see the emporer without clothes was fired.

    If it had been myself that was involved, I would still be on the offensive until the petty tyrant called the City Council was properly chastised.

    Sometimes idiocy outweigh profound lack of common sense. The cop probably spent a lot of money or time to maintain his pristine green lawn. Rest assured when he passed away his tombstone will have a fitting tribute, here lies a man with the most lush, green and weed free lawn. It’s a 3 year old’s pee don’t worry it adds to much required grass nutrients.

    OK, yes the ticket was completely unwarranted and an over stretch of authority, I get that. However, why was the child relieving himself in the front yard of his own home? Couldn’t he get inside to the potty?

      Oh, I don’t know…maybe it’s because…three year olds … tend to do that sort of thing….. In case you’ve never been around kids…children at that age do many things that we don’t expect them to do…thier little minds are still developing. Expect…the unexpected from three year olds….

      I can see you’ve never dealt with the very young or the very old. No, he couldn’t hold it ’til he got inside. With my kids when they were little and now my grandkids when they’re visiting, I’d rather they water the flowers than their clothing. And the sad fact is I’m wearing Depends these days. Reach a certain age (a variable factor) and when you need to go, you need to go right now. Children are being weaned off diapers and their control will improve. Sadly opposite for us old types.

        You probably have great grown children and patience with your grandchildren. Kiddos don’t grow up at some written format of time. Enjoy some of the quirks that do fade away in time and which maybe weren’t that important anyway.

      Does the name “3 Pug Mom” imply that you are the “parent” of 3 dogs of the Pug variety? Do you, or have you ever had children of the homo sapiens breed? If so, were they ever toddlers? Did they ever pee their pants? Did you attempt to potty train them, or did you hire a nanny?

      If you have never had or been in the presence of human toddlers, let me assure you that this is completely normal behavior for this age group. And not a sign of child abuse or sexual perversion. I do hope that mine and the responses from others to your comment has cleared up this scenario for you.

    Follow the money! The cop was doing what he was told – WRITE MORE TICKETS!. I’ll bet themayor, city council and the police chief all instructed the cop(s) to generate more income for the city by writing more tickets – for any infraction or perceived infraction of any law!

Mom was not urinating in the front yard, for goodness sake!! Charging mom for a simple, probably somewhat confused action of a 3 yr old – really?

    Standards were lowered to become a police officer since not enough minorities were able to pass the test. Due to this, we got really stupid officers that come in all colors.

    Anybody I know would have started laughing. They would figure that the child just wanted to know if the water works would work outdoors as well as inside, or he may have been trying to drown a bug. My younger brother once tried peeing on an electric fence. Ouch! In another incident, he tried drooling on an electric fence. Ouch again! Boys will be boys! Even my straight laced grandparents would have gone into stitches laughing about the child.
