Department of Homeland Security (DHS) Secretary Janet Napolitano is fond of claiming that U.S. border security is “better than ever.”  However, a new Government Accountability Office (GAO) report that details how DHS quantifies how well the borders are guarded tells a different story.

The GAO reports shows that only 44 percent of the 2,000 miles that make up the southwest border are actively watched by U.S. Customs and Border Patrol (CPB).

“At the end of fiscal year 2010, DHS reported achieving varying levels of operational control of 873 (44 percent) of the nearly 2,000 southwest border miles,” Rebecca Gambler, the GAO’s director of Homeland Security and Justice Issues told the House Homeland Security Subcommittee on the Border in a written testimony.

According to the testimony, because of the low levels of “operational control” over vast segments of the U.S. border at the end of fiscal year 2010, DHS simply stopped using the amount of border space it was actively patrolling as a measure of the effectiveness of Border Patrol programs that fall under its authority.

Instead, DHS counts the number of illegal border crossers it catches and uses the number as an “interim” measure of Border Patrol effectiveness. That process, according to GAO officials, hinders Congressional oversight and shields DHS from accountability for ineffective border protection practices it may have in place.

“In fiscal year 2011, citing a need to establish new goals and measures that reflect a more quantitative methodology and an evolving vision for border control, DHS transitioned to using the number of apprehensions on the southwest border as an interim goal and measure,” Gambler testified. “As GAO previously testified, this interim measure, which reports on program activity levels and not program results, limits DHS and congressional oversight and accountability.”

Congress provided Border Patrol with a massive increase in resources in 2004 and has invested about $4.4 billion in southwest border technology and infrastructure since 2006. Some of the money was used to nearly double the number of Border Patrol agents — from about 9,500 to 18,500. Gambler contends that these expansions in funding were provided under the assumption that they would be primarily to increase directly the amount of border space over which the DHS has “operational control.” But because the agency no longer measures its effectiveness in terms of how much border it actively patrols, there is no way of measuring a return on investment.

“Further, studies commissioned by CBP have documented that the number of apprehensions bears little relationship to effectiveness because agency officials do not compare these numbers with the amount of cross-border illegal activity,” Gambler testified.

One explanation for the DHS move to drop actual patrolling of the border from the list it uses to measure Border Patrol’s effectiveness could be that the agency is focusing more resources on creating checkpoints within the U.S. border.

In the years following the funding increases, American travelers in border States have been met more and more often by Constitutionally questionable Border Patrol checkpoints — sometimes up to 100 miles from the border.

        And how many states have altered their statutes to reflect this change?

    The Border Patrol has been doubled yet you say its wide open. Were they hired to knit socks? If you remember DRONES have been used on the border to spot illegals coming across in those wide open zones. Why have personel standing in the middle of the desert or in places where their isn’t any traffic? There are agents in the area that respond to the drone information. I know taxpayer money is such an urgent concern to you all or is it? How much is enough and what’s wrong with using technology as spotters. By the way in Southern California 70 tunnels have been found and shut down over the last few years. None have been found in the last approximately 3 years. With illegal traffic down sounds like things are improving or would that be too hard to admit.

      I’d say the decrease in border crossing is due in part because the rats are avoiding climbing aboard a “SINKING SHIP!”

        As far as I am concerned its a moot point. the Border Patrol’s hands are tied. Obama says not to send them back where they came from.
        If they are carrying illegal drugs and shoot our Border Patrol dare not shoot back they will be put in prison for it and we will take the word of the illegal.
        Ha they don’t even want us to call them illegals anymore. PC doesn’t stand for politically correct, PC stands for poor choices.

      Eddie,calm down,watch your blood pressure,no ones saying that the bopder agents that are doing their jobs arnt,its being said there are some that are not and the funds to do more of what your saying needs to be done all along the fence,because trust me,it aint!there are miles and miles of that fence you can just drive along and watch the basterds drop over by the dozens,you call in,no one shows up for hours!why?because the money is else where!(watching us)

      On your next vacation take it to the southern part of the country and give it a whirl,see what ya think when you get back!!there are some sections all they have to do is swim out 50 yards,around the fence and back in,tadah…their in the US!!and the drone thing hasn’t started in that part of the fence yet,but the patrols are gone!!my friend trin’s mother lives right there!!and the camera’s?guess what?the portable ones are now up further in texas and the ones that were stationary are now gone!(i have no idea where they went)so Eddie you have points but you should go there and see for yourself,you would sheet bricks if you see with your eyes open!

      even though someone tells you its safe,doesn’t mean it is!oh and you should see how the illegals DRIVE right over the fence,they are very creative on how to get here!

      VigilantE: There are also 673 miles of border fence which don’t have to be constantly watched. There won’t be border patrols along some of that stretch unless holes are punched in the fence. I doubt if we’ll ever have agents every 20 feet or so and that would be a ridiculous waste of manpower.

In McAllen Texas the County Sheriff says he doesn’t see illegals like he use too and crime is down and his jail has space. In El Paso the local folks say they use to find illegals sleeping in their back yards and other areas. They now say it is much better and the Mayor (John Cook) has said he has never seen it so secure as in the last 3 years.

        Another Psssst…It has nothing to do with security. It has everything to do with the reduction in illegal immigration because the economy sucks here.

        Personally, I haven’t seen anyone here who seems to have any problems with the Irish at all…so, I’m not sure where that came from….

    Yep,i knew the border check points inside the US were taking money away from the actual border!those agents are more tyrannical than the cops,and just as crooked and corrupt too!they were at a spot check point for perishables!!(southern Az)and stopped me on my bike!!i don’t even have saddlebags for christ sake!they wouldn’t let me go till i had the dog check me out first(what ya think that was for?)DHS is diverting money(and agenda)where it shouldn’t be going.i knew this was going to come to the surface sooner or later as to why they say it’s all good and fine when we all know it aint even close to that!

    Most of what comes over the fence is just here to get away from the criminals in their own country,i can see that,but if you have ever lived by the border,trust me,your attitude will change,and you would want the money going to patrols on that fence line!!some are just plain nasty criminals you don’t want here!they have no money,so they bring drugs(money to deliver it)which in turn are nasty,but good for them(money)but now they have a new outlook on how to get the money,see where this is going?,then it turns into,i’ll go back to Mexico get more drugs and come back,and so on..then you have the ones who will work for the money,not bad,but they don’t pay all the taxes you and me do,but they get welfare and food stamps,etc,.. ,suck on the system.then you have the babymakers that try to stay with having kids,more welfare,etc,..,and then you have the plia ol drug dealers and gangbangers that just do constant damage,period!(murder and rape)these guys,even the illegal aliens don’t go anywhere near!you can always spot the real nasty ones,just keep an eye on a worker alien,they cringe and wince when the see or go by one!
