Bill Proposes Prescriptions For Cigarettes

SALEM, Ore. (UPI) — An Oregon lawmaker has proposed making it illegal to possess or distribute cigarettes without a doctor’s prescription.

The bill, sponsored by State Representative Mitch Greenlick of Portland, classifies cigarettes as a Schedule III controlled substance, such as ketamine, lysergic acid and anabolic steroids, KPTV Portland reported Wednesday.

“The state Board of Pharmacy may adopt rules placing requirements and limitations on the sale or transfer of products containing nicotine,” the bill states.

Offenders of the bill would face maximum punishments of one year in prison, a $6,250 fine or both.

“I think it’s pretty crazy,” said Juan Silva of Salem. “I don’t see it going through. It’s going to be something to watch for, but I don’t think it’ll pass.”

    I like most of what I am seeing. We all need to stand up for everyone’s rights. If you don’t smoke but have a gun, stand together and vice versa. If you are not religious but like to speak your mind, stand for the entire First Amendment and everyone’s rights under it. Otherwise, their freedom crushing laws will successfully divide and conquer and who knows what rights we could all lose. Let people make their own decisions as much as possible. You don’t have to like all that they do and say.

      I agree with you but the problem is they lie and say the American people agree with them. That is what the main street media is telling everyone about gun control that the American people agree with them and that is not what I see online. They just do what they want and act like we agree. I’m really worried about our countries future. The American people need to take our country back. But you can’t even vote and get them out. I believe that is rigged too. I guess it is going to come down to us just not doing what they say. Then they’ll say we are mental ill and lock us up some where. Like the fema camps that the government is building all over the country. Or shoot us because we won’t have guns to fight back. The other side say we are paranoid and crazy already. I have thought about leaving the country that I love. Why should I have to go why don’t the radicals leave. You know the ones that are taking freedom away. But I can’t imagine living some where else, can you?

    people should have to register and pay 25 dollars for that form and I feel the same for mount 1 time every year still paying fee 25 dollars add the registration ProVal actually still at the farm in register on a driver’s license what shows up on the DMV r license bureau. Have a little mark on the drivers license the picture of a cigarette or some kind of something to show they registered then no 1 can buy cigarettes are in a kind of tobacco items unless they are registered but it’s a registered to be able to buy the tobacco are cigarettes whatever did they can’t draw food stamps get on housing assistant goto food pantries in get free food and specially not there to get on welfare are the kind of medical help because of cigarettes cause cancer then they should not be a to get medical if they can’t stop thinking that why allow them to have cancer and they told to stop smoking and still go to the doctor every day and not do there do you stop smoking this will put money back in the need to then needy I charge ing for the new registration farm no. put a stop of people getting free assistance 3 any of the programs because they smoke and I register to smoke and they will not be able to buy items of tobacco cigarettes excetera unless you’re registered and it should register every 12 months every time 12 dollars in charge this is what should happen

    FYI, here is the DEA Schedule of drugs:

    Schedule I
    The drug or other substance has a high potential for abuse.
    The drug or other substance has no currently accepted medical use in treatment in the United States.
    There is a lack of accepted safety for use of the drug or other substance under medical supervision.
    Examples: Heroin, LSD, Marijuana (Cannabis), MDMA (Ecstasy), methaqualone (Quaalude).

    Schedule II
    The drug or other substance has a high potential for abuse.
    The drug or other substance has a currently accepted medical use in treatment in the United States or a currently accepted medical use with severe restrictions.
    Abuse of the drug or other substances may lead to severe psychological or physical dependence.
    Examples: methadone, methamphetamine, methylphenidate (Ritalin), morphine, oxycodone (OxyContin), phencyclidine (PCP).

    Schedule III
    The drug or other substance has a potential for abuse less than the drugs or other substances in schedules I and II.
    The drug or other substance has a currently accepted medical use in treatment in the United States.
    Abuse of the drug or other substance may lead to moderate or low physical dependence or high psychological dependence.
    Examples: Anabolic steroids, ketamine (Special K), synthetic THC (Marinol).

    Nicotine should be a Schedule I drug, as it fails the tests for Schedule II or Schedule III :
    1. There is NO currently accepted medical use in treatment in the United States.
    2. Nicotine has a high potential for abuse (i.e. it IS addictive – both physically AND psychologically)
    3. There is a lack of accepted safety for use of the drug under medical supervision.

    Alcohol fits nicely into Schedule II: Abuse of the drug or other substances may lead to severe psychological or physical dependence.

    Conversely, Marijuana doesn’t fit into ANY of the schedules, unless you stretch Schedule III: “Abuse of the drug or other substance MAY lead to moderate or low physical dependence or high psychological dependence,” AND (the ‘Catch-All’ phrase) “The drug or other substance has a potential for abuse less than the drugs or other substances in schedules I and II.”

    PS: I’m a long time smoker (trying to quit). I disagree with Mr. Greenlick. Even though I am a Democrat, I didn’t vote for him since he is from a different district, and probably wouldn’t have voted for him anyway if I had been pre-warned of his ludicrous desires.

    Dollars to donuts nobody will go to jail as that would only eat up tax dollars. However, the real reason for all this is that hefty fine. Just another whopping tax grab. Guess there just isn’t enough revenue coming into for these leeches on the already high taxes they placed on tobacco products that they claim they did to “try to discourage tobacco usage”. Now some may think this is the rant of an angry smoker. Not true. Gave up cigarettes many, many years ago (long before the larger taxation was imposed) because I worried about the health aspect. Heck, convicted felons of real crimes lots of times walk away with probation and no monetary fine.

    What am asinine idea, now you see what stupid lawmaker can impose on it’s people. How a simple idea of not smoking can snowball into such stupid laws. First not smoking in the work place only in designated areas in the building, then having to go outside to smoke. and then you had to leave the property in order to smoke. Insurance companies raised your rates and wouldn’t cover some of your ailments if they proved that they were caused by smoking. And employers would not hire people that smoked infringing on their right to indulge in a lawful practice of smoking, Tobacco is sold lawfully in most stores.
    Now they want take your second amendment rights away, they say that it only concerns certain types of weapons but don’t kid yourself if they get their way it will be only a matter of time before they confiscate your firearms. It will never be enough for these gun grabbers until they impose their warped way of thinking on the rest of the law abiding gun owners. DON’ LET THESE PEOPLE TAKE AWAY YOUR RIGHTS AWAY AS AN AMERICAN. NO NO NEVER….

    This is great. I can get a prescription for my addiction and my insurance will cover the cost. I will meet my deductible within a few weeks and then only have to pay 20% of the cost of the cigarettes. And when my lung cancer becomes unbearable insurance will cover my treatment costs or my physician assisted suicide pills. It’s a win-win situation. Oregon! A wonderful place to live. And die.     I heard this story on the radio yesterday and I thought that either it was some sort of joke or else I had misunderstood what was said. I guess I heard right. I’m a lifelong nonsmoker and think this is ridiculous. Nicotine is an addictive drug and it is harmful. No self-respecting doctor would write a prescription for something that is harmful and even kills. If this bill passes, will doctors be required to write tobacco prescriptions? Tobacco is legal. As long as it is, people who use it should not have to wait for someone to give them permission to purchase it. Obviously, this is another attack on our freedoms.

      Doctors would get an extra $60 four times a year from each “addict” for writing prescriptions. That should increase their personal income about 1/4 million a year each..

      Under Obamacare, if you are a smoker, you will be charged an additional $4,000 per year. This is just the start. next you will see the same sort of penalty for people that are overweight, do not go to the gym, drink sodas and anything else they can think of to raise more cash flow

      Obamacare was never about helping the poor, that was just the slogan used to sell it. It is really about taxation, control and creating another beaurcracy. It is Obamas plans for creating jobs.

        FYI, LIFE insurance rates are double or triple for smokers, and have been so DECADES before ‘Obamacare’. Depending on your health insurer, the same holds true for health insurance.

Whether it’s tobacco, coffee, soda, spirits, pharmaceuticals; over-the-counter or prescription products, certain foods, etc. , some can be good, or epicurean & not necessarily harmful. so lay off my Sam Adams & Nat Sherman cigars. [W]e have now re-installed the most vile dictator I’ve ever heard of in all my 65 years. At his next speech, I’m waiting for him to bang his shoe on the lectern.

        It is a shame that people can’t see what is happening before their very eyes. You are so right. I am 51 and I also have never seen such a grab for our rights. The sad thing is they are lying to people and they believe it no matter what evidence you show them to the contrary. It is amazing that people don’t even realize what they are giving up. Freedom is the best thing about our country. You would think people could see that just because everyone wants to come here to live. Maybe Americans need to go to other countries to see how few freedoms they have.
