White House Maintains (Falsely) That Unemployment Benefits Create Jobs

At a press briefing on Wednesday, White House Press Secretary Jay Carney said that extending unemployment insurance would create jobs, by directly infusing money into the economy. He made this statement in response to a question from The Wall Street Journal’s Laura Meckler, who asked: “I understand why extending unemployment insurance provides relief to people who need it, but how does it create jobs?”

“I would expect a reporter from The Wall Street Journal would know this as part of the entrance exam just to get on the paper,” Carney responded. “It is one of the most direct ways to infuse money into the economy because people who are unemployed and obviously aren’t earning a paycheck are going to spend the money that they get. They’re not going to save it; they’re going to spend it… everyplace that that money is spent has added business. And that creates growth and income for businesses that then lead them to making decisions about job — more hiring.”

This is not the first time that the White House has argued that extending unemployment benefits will create jobs. In a speech on Aug. 5, President Barack Obama said: “When Congress gets back in September, I want to move quickly on things that will help the economy create jobs right now — extending the payroll tax credit to put $1,000 in the pocket of the average worker, extending unemployment insurance to help people get back on their feet, putting construction workers back to work rebuilding America.”

However, the CATO Institute, conservative think tank, tackled this issue in an essay posted online on Jan. 29, 2010, after several economic scholars had begun making new arguments for why extended unemployment benefits could create jobs.

The essay cites an Organisation for Economic Co-operation and Development (OECD) Employment Outlook report from 2007, which states: “It is well established that generous unemployment benefits can increase the duration of unemployment spells and the overall level of unemployment… This could have a negative impact on productivity through inefficient use of resources and depreciation of human capital during long spells of unemployment. In addition, by reducing the opportunity cost of unemployment, generous unemployment benefits may lead existing employees to reduce their work effort, thereby lowering productivity.”

The essay goes on to explain that “bribing people to stay on the dole for an extra 53-73 weeks leaves them with less money to spend, not more. It also looks bad on resumes, and may cause lasting damage to future job prospects.”

    The government insists that the payments encourage the people to spend and therefore put others to work.

    However, the payment they get is generally less than they made working. Therefore the people getting the money seldom can pay all their bills and still buy food and other necessities. (As someone out of work several times, I can attest to this.)

    So they do NOT have extra money that can be used to buy extra items to encourage hiring. At most they can barely pay enough to keep the present workers still working.

    So the argument is totally false.

      It’s placed in their hand so that they can. Can feed themselves, can look for work. Can support the local grocery, Can pay local taxes.

      The “employed” are the ones that needs encouragement to spend today and many efforts have been underway and then undermined by the Grand Old Party at every turn in the road.

      We’re gonna die! ~ When Beck started selling his apocalyptic forecast and his investment companies, insurance companies, and expendable goods sponsors started dropping him like spent condom, you wonder why? Surly not, you are brighter then that.

      If anyone “did buy” Becks package, what’s the need of investing or simple spending more then what’s seen as necessary? If Glenn is only half correct, who want to be in a money crunch?

      As grim as it maybe, the world runs on “hope” of a future. Anything that debases this “hope” is self defeating and that explains the absence of hope and joy today that many feel.

      That the majority of our misery today has been self inflicted, hardly worth the mention.

        I’ve not spent any less than I did before – but I’ve not spent any more either. And no one else I work with has either. Spend more just to encourage the economy? Why? The government has spent more and it didn’t do any good, did it?

        As far as Becks hawking gold, do you realize what a man who listened to him and invested 100,000 dollars in gold at the start would have NOW??? Let’s see, when Beck started to hawk gold it was worth about 500 an ounce and now it’s worth over 1700 an ounce!?!?!? Pretty sound advice, I’d say!! Over 300% profit? I’ll take that over GM any day!!!

        My labor force is setup as subs, independent contractors and I take no withholding out of their cut. ~ I pay above market prices for labor. Tote and fetch 10. to 12., techs 20 with three hour minimum. I share the profits while I accept any and all losses. I front them if I find them worthy investment of a rolling inventory. ~ They don’t punch clocks or use other peoples trucks or tools. I am the license holder,insurance provider and hands on administrator.

        This is One of the few advantages of a small sole-proprietorship. But my ass-ests is always in harms way and I can’t contract for government (which suits me fine) I want no part of government work ~ as Bob so eloquently explained the reasons why many post back after 41 years of it.

        I sell results and I expect results in quick time. That’s not the governments way.

        I ask only three things, they do their best every minute, put safety first and never tell me no.

        I worked for a plumber for a couple of years about 20 years ago. Back then I was just a plumbers helper with some experience in plumbing. I got 10 dollars an hour then, TWENTY YEARS AGO!!!

        Plumbers have always made good money Joe. That’s a secret that few know until you need one that’s licensed, insured and responds to a summons.

        $hit don’t run up hill, paydays is Friday, the boss is an a$$hole and don’t bite your nails, is the common understanding of a plumber and they like for you to keep that understanding as it serves them. They will laugh with you and claim to be into “processed foods” business.

        The labor rates have been slow to rise here in Texas, ~ as you know people have been come here by the droves for 20 plus years looking for work, this coupled with an endless supply of cheap Mexican labor has kept labor lower then it should be. ~ Supply and demand forces at work.

        You were making fair money at 10.00, 20 years ago if you were in Texas. ~ starting out you’d maybe get 12 to 14 today for the same work. Not much of a change hmm?

        If I paid tote and fetch 10 with travel and noon meals while most expect to pay 8.00 no meals, no water and find your own way home at days end. ~ I’d say I offer a better deal and expect better performance and I usually get it.

        Granted $10.00 sucks! I will pay $12. if they show me something and even $14.00 if they are really good.

        as far at Tech, we are not union, and not government ~ I pay $20.00 ~ That all the market will bear. We need to be paying $26.00 but it simply more then the market will bear Joe.

        I pay this out of $65.00 per man hour Tech time. I don’t believe I need to itemize my other expenses to make some point. It is what it is.

        The service profession is no place to get rich, if that your aim. The gain are small and easy to loose.

        We did get some relief a few years ago when the state started getting out of their Austin offices and enforcing these laws all licensed contractor must conform too. ~ They were using sting operations and busting 20 to 30 contractors a day. ~ Within 6 months I started feeling the difference, ~ I could actually get my price and make a little profit for a change.

        It made a huge difference over time but a damn shame I spent 20 years fighting something I had little control of as government waged it’s selective war on working professionals like myself.

        I’ve fell in and out of love with this profession 5 times that I can recall and now I’m too old to change and wouldn’t if I could.

        The point to all of this ? ~ My story is everybody story and nothing really news worthy. Work is subjecting yourself to inconvenience on a regular bases and accepting it as a good thing.

    In Denmark . . . . unemployment benefits used to be for 5 years. It was found the most folks found work in the LAST 6 MONTHS . . . just before their generous benefits ran out. They have now reduced these generous benefits . . . and the folks still find work in the last 6 months . . . interesting!!!
    Extended Unemployment Benefits . . . created extended unemployement!!!

    The concert of “Voodoo Economics” is as much BS today as it was when Reagan initiated it 30 years ago. Equating Capitalism with Free Market economics is absurd. Capitalism will destroy the free market as is so well demonstrated in the United States. Small businesses are swallowed up and any innovation they possessed are destroyed. If consumers have no disposable income you will have no demand for goods and services and the spiral will begin. You can point fingers at the political parties, but, neither of them care as they are being driven by the giant multi-national corporations who merely shift their output to another region and continue to make their profit. They need to be reigned in before they consume all of us.

You don’t have to be a physicist to figure out that the flaws in what they are suggesting is a bit like trying to inflate a balloon with the air from another inflated balloon.

    Just another in a long line of Liberal buffoonery. For example, remember when Kim Basinger announced that the answer to Dear over population was contraceptives? Imagine running down a buck in order to persuade him to wear a condom every time he gets in a rut.

    What “They” never tell us: “The REST of the story”:
    The money that PAYS those unemployment checks has to COME from somewhere – and of course, most of it has to come from EMPLOYERS!
    So then, at BEST, IF the whole process of taking from Peter to pay Paul to shop with Peter is 100% efficient, you would have a scenario of zero-net-gain. Of course, we know that efficiency does not exist, and so the ONLY result can be a NET LOSS to employers.
    THAT does not create any new jobs…

        I don’t know much about that Joe, I really can’t offer good comment yet. It’s a diverse conflict and everything I fear is not on the table to know or see.

        The alleged fear of massive civilian death was opening play for the US. ~ Was it contrived? Maybe? most likely.

        I figure it’s probably big business, markets and odd man out in play. It’s most likely a crafted power play with several players involved and having something to gain with a shift of power and new regime. “K” was a loner and see as having a weak position, much wealth and host of enemies like Saddam.

        If a nation such as the US invest so heavily in military ~ 10, 20 to one compared to other nations, it’s a shame to not find a place to use it.

        That we have allowed ourselves to grow to this is perhaps the greater shame of all as I ask myself where will it end?

        We are going to rot from the inside out if we don’t get our spending priorities in order.

So they send out J.Carney to give us a hollow picture of who they are and what they do, give us something worthless for sitting in the carnival mud and swallowwing their lies.     Small business’s don’t benefit much from unemployment but large corporations are always trying to find ways to get rid of workers and a bad economy does just that. They can streamline thier companies and have less workers to pay.That way they don’t have to feel guilty about laying them off. A lousy economy can make them money with that reduced work force and the statistics have proven that. Corporate profits up 3-7%,CEO pay way is up so let’s look at that silver lining and to heck with those unemployed “slobs”. Our infrastructure is suffering and the chickens will come home to roost on that issue but what the heck. I do worry that that unemployed will loose their incentive to work for a living and end up transferring over to welfare. Then the Democrats and Republicans will have an even greater mess on their hands.

        Actually, a lot of the rich do earn it.

        I’ve spent a decade saving my money. I worked temp jobs when my full-time work wasn’t there. I avoided spending everything at the strip-clubs, on video games, or expensive cars.

        Now I’m getting ready to open my first business, my baby-clothes store. It’s been and will continue to be a lot of work. Having to get the legal paperwork finished, hiring employees, finding the right location, finding the manufacturers, lots of phone calls all hours of the day and night.

        I’ve saved a lot when I was in the Army, but I have messed up my body for life. I’ve got frostbite on my legs from standing guard on my comm shelters in the wintertime and my knee is shot. I still wake up in the night screaming in pain if I hit it the wrong way.

        So for someone who probably has never worked much or toward a goal their entire life I have to tell you how bloody wrong you are. I have earned EVERY little bit that I have managed to put away and not waste on foolish things. Too many of you liberals only live for the present, with no thought for the future but want to blame others for making something of their lives.

        Any rate, rant from a soon to be small business owner and hopefully (with a LOT more work) rich guy is over.

        You can unpause your Play station and Nintendo and go back to hating the rich for working to improve themselves while you keep trying to save the princess. Night night. = ]

    I don’t know if it actually “creates job” or not but for every dollars spend into unemployment there is a dollar and 60 cents is spend into the private sector makes sense as these people are living on the crest of the wave and cannot afford to “hold” earnings as it’s taking everything that they can beg, borrow or steal to address day to day living.

    This is by no means a desirable state of affairs but postponing very bad times and hard choices with some hopes of buying time for the economy and supply & demand forces to come into play.

    That it’s seen in the best interest for certain political affiliations that the economy stay “flat” in the run up to 2012 elections with hopes the American people vote their pocket book in a protest vote rather then some “ideological vote” is most understandable while disheartening most likely, will work.

    It stands to reason this attack on the unemployed would only advance “this goal”. Make the price for voting democrat just to heavy to bear and cloud people memories of the recent past with overriding current events.

    The big business with the help of the GOP has cut the American peoples water off and saying to them , “Who’s your Daddy?”

    They have gotten “too big to fail” and tied a noose around our necks.

    Solution? Mine would be, ~ allow market forced to prevail and allow them to fall on their ass~ests, accepting what don’t kill us makes us only stronger.

    Without question, it would be a dark day.

It sounds like the same statement “the Chosen One” or one of his minions said a while back. It is the ripple down theory as designed by a tax and spend mentality. It generally won’t ripple past the first business transaction but that crowd thinks it will go on and on (they seem to have forgotten that the profit is normally less than 10% and the business would have to have double the orders to even justify spending more). And don’t forget that more profit means higher taxes so the one who gets the most bang for the buck is the Government.

        Hmm? ~ I understand your quandary Matt ~ allow me to attempt to make sense of it and where the 60 cents comes from.

        Without the federal dollar investment ~ the people’s movement and activities would be greatly restricted more the they already are. Now you could think of that as maybe a good thing and perhaps in some cases it is. But for that many people to quit consuming, quit moving about hunting for this 60 cents, we’d flat line, have nothing. It’s cash flow Matt.

        I started a business in 1968 Matt on a $1,300.00 loan. I lived and worked for 5 years Matt before I made my first dollar. 5 years later I had $1301.00 dollars. But I did sustain my family, buying what was necessary and paid taxes, city, country, state and federal.

        So how did this happen? ~ The dynamics of currency, market forces and being very thrifty.

        I could not have paid all of these taxes without the initial $1,300.00

        The pump must have a prime if you expect water. It takes a little water to start the flow but once the flow is interrupted it’s very difficult to get started again and so too it is with the economy.

        If the money ever stops transferring ~ completely ~ today would seem a banquet.

        Tax payers ~ pay taxs to the FEDERAL Government ~ who in turn give the money back to the states.

        So in fact the US TAX payers are getting screwed in the back side by the “CRIMINALS in the Federal Government.”

        I hope that clears this up for you.

        Oh and by the way as we as a nation are getting LOANS on all that money JFTR {that also means Interest % on top of the principal,} thats the same money the Feds are giving out now BTW is from Foreign banks.

        I’ve never been involved with unemployment on any level with one exception. I married a nice women that quit her job after the wedding which was to be the first of many surprises that continued for 11 years.

        My personal belief is that far to many people expect a job to be provided by the wealthy making them a little more then a house negro. There is a place for a house negro I suppose, they serve a purpose. But in times like we are experiencing today it takes initiative and assertiveness if you expect to overcome the obstacles of the day.

        This pretending to pay someone that pretends to work is not something I’m willing to accept for myself on either end. But it’s good that everyone is not like myself. I depend on what others don’t know or can’t or refuse to do.

        If I wasn’t a good listener, just how long do you think I might last in the private sector, carving out a comfortable living in the service and reclaim industry? Just how far can one go without the ability to listen to someone express their needs and concerns and pay you a professional fee to address them? So yes. I’m a good listener, I have to be.

        It is not I that claims unemployment is some kind of substitute for a job. I never offered that, so where Time got that, only he can say.

        Listening is more then simply hearing and does take years for some people to develop (if they ever do). Most all people are transmitters but not all can receive. Their head is too full.

        I work with full heads everyday ~ it’s hard to get anything “in” ~ leaving you to repeat and repeat and if that fails, offer them drama!

    David: The only mistake Bush made was allowing the Democratic controlled Congress to convince him the spending was necessary. You are just like all the people blaming the Tea Party for the downgrade of our AAA rating when the S&P and Wall Street have both said the failure by Congress to reduce spending was the reason and in fact told you the Tea Party was correct. The point is, Congress doesn’t want to reduce the entitlements and several unneeded agencies in our government. It doesn’t take a genius to know if it isn’t done, there will be no money to pay for them and a bankrupt country where the cost of living will spiral out of control.

    This administration is loaded with academics who have no clue how to run this country economically or with sound polices foreign or domestic. That is fact and if you don’t believe it, check their background.

        A rich old man looking for attention. He knows he’ll get it from a communist because he is saying what the communist wants to hear. Never mind the a large portion of his fortune was created because of Capital Gains tax rates. Whjile I was trying to keep some of what I made (and was being taxed at the 44% rate) he paid a maximum tax rate of 15-20% depending on the year. He now has over 50 billion capital sheltered from ordinary taxation (with rates as high as 39%) and knows he can go around spewing stupidity and gile and it won’t affect him one bit! If you want fair taxes, create a maximum tax rate of 15% for all taxes property, income, “fees”, and all other theft by ALL GOVERNMENT IN THE U.S. AND everyone with income over 30k/year pays the same rate. Get some level heads into congress and within 18 mos. the GDP will be advancing at the rate of 6%+ every quarter.

    I heard Carney’s words on the radio, and I have to conclude that he is a mental prion. His treatment of Laura Meckler is typical of this administration’s woman-abusing, paranoid arrogance. Meckler should have told you to kiss her patoot, and that no one in this W H is good enough to talk to any woman in such a manner.

      Prion, a word I had to look up and glad I did. It fits not only Carney but the entire extreme left give me insolence of the present regime and those that support it.
      They do not understand that a job, no matter how meager or low wage it may be is better than being seduced by overprotective and overindulgent manners.
      I am old enough to remember Roosevelt’s Public Works projects and some of the people who were part of it. The pay was much less than Obama’s “Stay Home” Unemployment Project. As a child of 9 years I delivered milk to several homes in my community. The milk was in glass bottles and 12 or 15 bottles were a heavy load, heavy but deliver it I did and was proud to do so. My route was at night when it was cold and the milk would not spoil; the route carried me past a public works cement project (sidewalks) that required watching over by a guard. I always stopped to warm my hands at his fire and to talk a little about whatever. I cannot remember this man complaining about conditions or pay. He was proud to do his part and take his pay. As I left the fire I always gave a bottle of milk with him for his family. The cap was slightly askew and therefore not sellable on instructions from the dairyman.
