Social Engineering Bill In Senate Will Force You Into City

A social engineering bill to restrict residence in the suburbs and rural areas and force Americans into city centers has passed the United States Senate Banking Committee and is on the fast track to passage in the Senate.

The bill is called the Livable Communities Act (SB 1619) and it was introduced by corruptocrat outgoing Senator Christopher Dodd (D-Conn.). It seeks to fulfill the United Nation’s plan Agenda 21, adopted at the Earth Summit in Rio de Janeiro in 1992 and signed onto by “New World Order” President George H.W. Bush.

This bill is designed to destroy your community. According to the non-profit American Policy Center the bill:

  • Is a blueprint for the transformation of our society into total Federal control.
  • Will enforce Federal Sustainable Development zoning and control of local communities.
  • Will create a massive new “development” bureaucracy.
  • Will drive up the cost of energy to heat and cool your home.
  • Will drive up the cost of gasoline as a way to get you out of your car.
  • Will force you to spend thousands of dollars on your home in order to comply.

A carrot and stick policy will be used to get your local government to sign on. The carrot is billions of dollars in grants available if your local government agrees to amend zoning laws that restrict housing in outlying areas, forcing people to give up their homes and land and move into the city center.

The stick will be denial of the funds and bad publicity generated by “Green” organizations criticizing government officials for turning down free money.

The rub is the grants will come with strings attached that force local governments to bend to the will of the Feds.

The idea of these social engineering initiatives is to force people to live in a congested area in high rise buildings with housing on the upper floors and stores on the bottom. The whole area will be linked by mass transit creating the “utopian” communities loved by socialists.

The result will be higher costs for housing (because overcrowding will make housing space a premium) and goods and services (because of less choice and competition) and less freedom to move about (because cars won’t be necessary and parking space will be prohibitively expensive).

As we pointed out here President Barack Obama is — not surprisingly — an advocate of this type of nonsense. And his cabinet is populated by elitists who think they know better than you how you should live.

It is imperative that you call your two Senators immediately and tell them to oppose Dodd’s SB1619.

    The purposes of this Act are–

    (1) to facilitate and improve the coordination of housing, community development, transportation, energy, and environmental policy in the United States;

    (2) to coordinate Federal policies and investments to promote sustainable development;

    (3) to encourage regional planning for livable communities and the adoption of sustainable development techniques, including transit-oriented development;

    (4) to provide a variety of safe, reliable transportation choices, with special emphasis on public transportation and complete streets, in order to reduce traffic congestion, greenhouse gas emissions, and dependence on foreign oil;

    (5) to provide affordable, energy-efficient, and location-efficient housing choices for people of all ages, incomes, races, and ethnicities, and to make the combined costs of housing and transportation more affordable to families;

    (6) to support, revitalize, and encourage growth in existing communities, in order to maximize the cost effectiveness of existing infrastructure and preserve undeveloped lands;

    (7) to promote economic development and competitiveness by connecting the housing and employment locations of workers, reducing traffic congestion, and providing families with access to essential services;

    (8) to preserve the environment and natural resources, including agricultural and rural land and green spaces; and

    (9) to support public health and improve quality of life for the residents of and workers in communities by promoting healthy, walkable neighborhoods, access to green space, and the mobility to pursue greater opportunities.

      I believe that their main goal is to herd us into the cities and make the open lands mostly inaccessible except to them. They want to turn our public lands into their own private ranch-lands. That is what they tried to accomplish with Yellowstone in the wintertime. During Clinton’s term, the Liberals tried to ban snowmobiling in Yellowstone. This was a major source of income to the surrounding communities. The Greens’ excuse was that the pollution was bad due to the snowmobiles in wintertime. The surrounding communities certainly didn’t mind the smog. Snowmobiling was the source of much of their revenues in wintertime. Who objected? The Park Rangers of course. They wanted to live their idyllic lives unfettered with the responsibilities of dealing with the public.

      As opposed to the private slumlords who have exploited people for hundreds of years. Are they OK Marilyn? After all, they are private sector. Does the fact that an individual makes millions being a slumlord make it OK just because the money goes to an individual business man?

      BTW, slums aren't something projected in an effort to make things better, the are an awful reality that are pools of crime, disease, and abuses. Might you consider doing something about them before complaining about something proposed?

        Interesting aside: I was watching a propaganda clip from one of the MSM stations about the dreaded Slumlords. As an example they showed a filthy apartment that a lady had to live in. Although the hatchet clip didn’t say so, any intelligent viewer could see that the vast majority of the unhealthy conditions shown were created by the renter.

        With the exception of sexual offenders who have been ordered to stay away from schools I can't imigine ANYONE going to jail for deciding where to live.

      Sounds like sheep in a pen, doesn’t it? So much easier to herd us, controlling every breath we take. No doubt cameras will be installed in every cubicle, so they can monitor our behavior in case someone might need an extra shot of soma or, perhaps, a mental adjustment.

      The Soviets built stacks of cubicles, and everyone was assigned their space. I’ve read books where the stories took place in this environment. No morality, no hope, no individuality – only abject poverty and misery. Just enought to keep them able to work and sustain themselves. Gee, I guess it worked so well for them…And, don’t forget, Obama received backing from the Soviets.

      I, like many of you, have spent decades working, and making my home a sanctuary, with my own hands. It’s devastating to think of being forced to leave – it’s part of me.

      I decided a while back that I will die on my land.

      We are all getting a taste of what is has been like for peoples the world over, to have no hope, no plans, no dreams of a bright future…

    Well, I gotta say, this is not surprising at all to me. I have seen good decent people leave the inner cities for the past couple of decades. They could’nt take it anymore. They wanted to live somewhere where they would feel safe. If the inner city people wanted to live like animals let them, looks like they are going to force you back in. What a country!

    The gov. already drove folks into the cities. When all those people lost their homes in the suburbs and the social services agencies weren’t there to assist them, they moved into tents or they moved into the cheap city neighborhood. I live in a predominatly black neighborhood. I was the only white on my block for years. Last year, about 300 whites moved in and many are still coming.

    I have already had to deal with this total control [offensive word removed] in Wisconsin,and don’t think you are immune to, as it is spreading rapidly as they have already accepted part of this crap into law. It is universal zoning ordinances. The rest of it will probably be coming soon enough, because of the total control mentality in the government. I remember going into city inspections one day and everyone there had a “total control” sign on their desk. All three, and all other industrialized countries with universal health care, have it better than we do. Their life spans are longer and their infant mortality is less.

        I'm surprised that anyone who is pro-life would deny health care to anyone simply because they can't afford it (actually for any reason).

        The National Debt now stands at $13.4 Trillion. That is a growth of only $2.8 Trillion for Obama. But wait, Obama has only been in office for 19 months and the debt has grown more to more than half the increase that it took Bush 8 years (96 months) to create.
        Bush created $.6 Trillion/year, but Obama has created more than 4 times that much debt in less than 2 years.

        The fact is, they did nothing that I know of to warrent the attack they got from the feds. All they really did was form a community and stockpile arms. The government always finds that threatening.

        I have probably not heard the whole truth and have only heard what the gov said to rationalize what they did. Thanks for bringing this to my attention. I did not agree with Reno and the gov attacking that group of people in that manner back then even for those reasons.
        I also didn’t agree with the attack they made in Arizona with the poligamy group of Mormons (was it?) a few years ago under Bush2. They said a teenage girl called and said she was forced to marry an older man and he raped her, but this girl was never found. (Very similiar to the David Koresh story.)

        I felt the gov was TESTing the waters to see the scope of their defense, trying to see how far they could go to disassemble a religious group, and how the rest of America would react. Maybe they were also trying to make legal precedent and sway public opinion. Still, I don’t think these groups possess(ed) a faith in Christianity.

        In the first attack by the Government, where 4 agents and 6 Davidians were killed, if you look at the video, several agents went through a window, after which one agent was seen shooting through that same window with a high-powered assault rifle. I remarked to my girlfriend “What an idiot, those things go through walls. He could be hitting his own agents”. I found out later that two of those agents (both killed) were former Clinton bodyguards. Coincidence? I doubt it.

I am not for government attacks on religious communes and killing people or taking their children away from them. Reno had no right to come into this state and put forth a full fledged attack in Waco to kill an entire group of people… for what reason… they were not a threat or terrorists. (If I was misinformed about the group in my younger years then I appoligize.) And I see no reason the gov did the same in Arizona.

        I merely stated that I didn’t think these folks represented Christianity. God says to love your neighbor; be the light and salt of the earth; and spread the good news of the gospel that Jesus Christ is Lord to all nations. One can’t really do this and obey God if one is locked behind a compound.

        Many of us bought the government’s rationale for attacking Waco at the time. I just don’t believe anything they say anymore. I look at everything in a new light now.

        What their religious bent was, or if they had one, I don’t know. To be honest, I never spent much time on this one. All I know is that they should have been left alone to live as they chose. We have Muslims taking over whole cities and making it unsafe for any American to venture, even the police, talking about claiming America for Islam, and I’ve never heard a peep from government.

        Anyway, I know your issue was if they were Christian. I kind of doubt it. Of course, there are some groups who claim to be Christian, but are a perversion.

The Catholic told the Morman that Mormanism was a cult. I laughed, because I think they are all cults. Some just have more members than the others. I asked them if they knew what the definition of a cult is? They didn’t, so I gave them my personal definition – “any religion other than your own”.
        I don’t care what anybody believes, as long as you don’t try to force your religion on me. And that goes the other way too. I wouldn’t dream of forcing my non-religion on you.

        That's funny. Koresh called himself a christian just like you do. Who am I to believe? I don't define christanity. They do it themselves with a history of crusades, inquisitions, and inspiring doctor killings.

        Yup, Janet Reno was a hero going in to free all those little girls from the sexual abuse that was going on. But Janet Reno's people didn't actually get in very far. Koresh torched the place and turned his followers into post chrispy critters. Sadly he didn't use the traditional stakes for the burnings but christians do have a long and sad history of cooking people.

        I was shocked and dismayed at the level of corruption and evil that has permeated ALL aspects of our country… even if that means people and animals suffer and die. I am particularly disheartened as I live in a Gulf State not so far from the coast. I guess I am really naive to think we as a people and a nation were better than that… maybe many of us are, but not them.

        I had a website with disasterous Gulf Oil Spill pictures of epic proportions(http://www.youtube.com/watch?v=kHxb_vZe7Ao&feature=email) that I gave out a couple months ago, but I just checked it and it is down… no surprise, huh!

        I believe the Gulf Oil Rig was sabbotaged by Big Players and we have: an oil moratorum by BO… no drilling, oil rigs will be sold to Brazil (soros), America will be dependant on foreign oil, and (from this article) we will be pushed in to the dirty congested liberal cities (re-education) to save on oil (even though America is rich in oil, natural gas, and coal resouces), the Gulf will probably be a dead zone for commerce of any kind: fishing, tourism, oil, recreation… people and animals will be ill and die.

        You know after they FINALLY capped the broken pipe that was gushing oil, the oil company asked if they should just continue to draw and collect the oil from down under to an oil rig sitting above and the gov/BO said NO. The well was drilled and it was plentiful and America could have provided jobs in collection & refining and oil for the public, but I guess they don’t want us to be self-sufficient and they probably knew they were going to drop the deadly chemicals to clean up.

        Soon winter migration will occur and the birds will fly here and find no food, only illness. They should have cleaned the water up right and not dropped tons of the killer chemicals in the living waters.

        What wretched people would want to harm the people, the animals, and the land that God gave us?

There are those who believe that all rights come from God as is evident in the Constitution and those who believe that they are god and the givers of rights. The guiding spirit of the United Nations is one of evil not of good. It is good on paper, but not in reality, like the false belief of some that they will have 72 virgins or some other such nonsense if they sacrifice themselves by killing others. The are many laws of the Universe and they require discovery more than belief. Gravity is one but it has misled Stephen Hawking to conclude the Universe didn’t need God to start it which only proves as I said in the Washington Post, that he is not so smart as he thinks he is. Another law of the Universe is that as you sow, so shall you reap. “All that we send into the lives of others, will return unto our own” as the poet said. This is why as a nation we must respect others but not lord it over them and those terrorists who committed the atrocities nine years ago tomorrow on 9/11 must suffer all the pain and suffering that they have caused. That is simply the way it is. We do not see that suffering because they are dead too but be assured they are as much in a kind of hell as anyone can be. Those who follow Jesus are the only ones who can truly know that God is real and that he loves us but we still have to grow because the Bible says that when we see God as he is we will be like him. Sadly some in Washington already think they are god-like and it is these we must send home in November. I have often recommended PRISON TO PRAISE as a wonderful 106 page book that has changed many who sought to know the truth about knowing and experiencing God. Even Jesus said it wasn’t just about faith as there would be some who would have the faith to work miracles but they were not on God’s side but into power and money and control (sounds like some in our District of Corruption) although thank God they cannot work miracles. Did you know that there are some school books that are teaching that it is government that is the giver of rights? If that is true then government can also take them away, like private property of home ownership. This is why most liberals have a hazy religion and many believe they are god or that they will one day be god or they deny God altogether. That however, is like denying gravity. It changes nothing but it does limit their life. As I wrote in one of my books about the common disease that one can be God, “Sorry that job is already taken.” We are not just pawns in some celestial battle of good and evil but the creation of a God who loves us and who will not let us down if we learn His ways and seek His help. I think Glenn Beck captured the truth of this on 8/28 when he said it is for us to be on God’s side, not for Him to be on ours. Only a return to God and the Godly principles of what the Marxist/socialist/progressives consider an “imperfect document” can save our country. Have you seen where even Castro is admitting that Communism isn’t working for Cuba? And yet Michael the movie maker would have us believe it is all so wonderful there. Believers are doing their part by utilizing the power of prayer but the rest of us can vote in seven weeks and if enough of us do IT WILL MAKE A DIFFERENCE!         Livable Communities Act of 2009 (Introduced in Senate – IS)

        SEC. 3. PURPOSES.

        The purposes of this Act are–

        (1) to facilitate and improve the coordination of housing, community development, transportation, energy, and environmental policy in the United States;

        (2) to coordinate Federal policies and investments to promote sustainable development;

        (3) to encourage regional planning for livable communities and the adoption of sustainable development techniques, including transit-oriented development;

        (4) to provide a variety of safe, reliable transportation choices, with special emphasis on public transportation and complete streets, in order to reduce traffic congestion, greenhouse gas emissions, and dependence on foreign oil;

        (5) to provide affordable, energy-efficient, and location-efficient housing choices for people of all ages, incomes, races, and ethnicities, and to make the combined costs of housing and transportation more affordable to families;

        (6) to support, revitalize, and encourage growth in existing communities, in order to maximize the cost effectiveness of existing infrastructure and preserve undeveloped lands;

        (7) to promote economic development and competitiveness by connecting the housing and employment locations of workers, reducing traffic congestion, and providing families with access to essential services;

        (8) to preserve the environment and natural resources, including agricultural and rural land and green spaces; and

        (9) to support public health and improve quality of life for the residents of and workers in communities by promoting healthy, walkable neighborhoods, access to green space, and the mobility to pursue greater opportunities.

        SEC. 4. DEFINITIONS.

        In this Act, the following definitions shall apply:

        (1) AFFORDABLE HOUSING- The term `affordable housing’ means housing, the cost of which does not exceed 30 percent of the income of a family.

        (2) CENSUS TRACT- The term `census tract’ means a small, relatively permanent statistical subdivision of a county, delineated by a local committee of census data users for the purpose of presenting data.

        (3) CHAIRPERSON- The term `Chairperson’ means the Chairperson of the Interagency Council on Sustainable Communities.

        (4) COMPLETE STREET- The term `complete street’ means a street that enables all travelers, particularly public transit users, bicyclists, pedestrians (including individuals of all ages and individuals with disabilities), and motorists, to use the street safely and efficiently.

        (5) COMPREHENSIVE REGIONAL PLAN- The term `comprehensive regional plan’ means a plan that–

        (A) identifies land use, transportation, community development, housing, economic development, environmental, energy, and infrastructure needs and goals in a region;

        (B) provides strategies for meeting the needs and goals described in subparagraph (A), including strategies for–

        (i) providing affordable, energy-efficient, and location-efficient housing choices for people of all ages, incomes, races, and ethnicities;

        (ii) reducing growth in vehicle miles traveled, in order to reduce traffic congestion and regional greenhouse gas emissions from transportation;

        (iii) encouraging economic competitiveness and economic development; and

        (iv) increasing the connectivity of the region by increasing public transportation ridership and improving access to transportation alternatives; and

        (C) prioritizes projects for funding and implementation.

        (6) CONSORTIUM OF UNITS OF GENERAL LOCAL GOVERNMENTS- The term `consortium of units of general local governments’ means a consortium of geographically contiguous units of general local government that the Secretary determines–

        (A) represents all or part of a metropolitan statistical area or a micropolitan statistical area;

        (B) has the authority under State or local law to carry out planning activities, including surveys, land use studies, environmental or public health analyses, and development of urban revitalization plans; and

        (C) has provided documentation to the Secretary sufficient to demonstrate that the purpose of the consortium is to carry out a project using a grant awarded under this Act.

        (7) COUNCIL- The term `Council’ means the Interagency Council on Sustainable Communities established under section 6.

        (8) DEPARTMENT- The term `Department’ means the Department of Housing and Urban Development.

        (9) DIRECTOR- The term `Director’ means the Director of the Office of Sustainable Housing and Communities established under section 5.

        (10) EXTREMELY LOW-INCOME FAMILY- The term `extremely low-income family’–

        (A) means a family that has an income that does not exceed–

        (i) 30 percent of the median income in the area where the family lives, as determined by the Secretary, with appropriate adjustments for the size of the family; or

        (ii) a percentage of the median income in the area where the family lives, as determined by the Secretary upon a finding by the Secretary that such percentage is necessary due to unusually high or low family incomes in the area where the family lives; and

        (B) includes a family that includes a person with special needs, including an elderly person or a person with disabilities, as those terms are defined in section 3(b) of the United States Housing Act of 1937 (42 U.S.C. 1437a(b)).

        (11) HIGH-POVERTY AREA- The term `high-poverty area’ means a census tract, or a group of contiguous census tracts, that has a poverty rate of 20 percent or more.

        (12) LIVABLE COMMUNITY- The term `livable community’ means a metropolitan, urban, suburban, rural, or neighborhood community that–

        (A) provides safe and reliable transportation choices;

        (B) provides affordable, energy-efficient, and location-efficient housing choices for people of all ages, incomes, races, and ethnicities;

        (C) supports, revitalizes, and encourages the growth of existing communities and maximizes the cost effectiveness of existing infrastructure;

        (D) promotes economic development and economic competitiveness;

        (E) preserves the environment and natural resources;

        (F) protects agricultural land, rural land, and green spaces; and

        (G) supports public health and improves the quality of life for residents of and workers in the community.

        (13) LOCATION-EFFICIENT- The term `location-efficient’ characterizes development, housing, or neighborhoods that integrate land use, mixed-use housing and commercial development, employment, and transportation–

        (A) to enhance mobility;

        (B) to encourage transit-oriented development;

        (C) to encourage infill development and the use of existing infrastructure; and

        (D) to reduce growth in vehicle miles traveled and the transportation costs and energy requirements associated with ownership or rental of a home.

        (14) LOW-INCOME FAMILY- The term `low-income family’–

        (A) has the same meaning as in section 3(b) of the United States Housing Act of 1937 (42 U.S.C. 1437a(b)); and

        (B) includes a low-income family with a person with special needs, including an elderly person or a person with disabilities, as those terms are defined section 3(b) of the United States Housing Act of 1937 (42 U.S.C. 1437a(b)).

        (15) METROPOLITAN PLANNING ORGANIZATION- The term `metropolitan planning organization’ has the meaning given that term in section 134(b) of title 23, United States Code, and section 5303(b) of title 49, United States Code.

        (16) METROPOLITAN STATISTICAL AREA- The term `metropolitan statistical area’ means a county or group of counties that–

        (A) is designated by the Office of Management and Budget as a metropolitan statistical area; and

        (B) has 1 or more large population centers with a population of not less than 50,000 and adjacent territory with a high level of integration with the core.

        (17) MICROPOLITAN STATISTICAL AREA- The term `micropolitan statistical area’ means a county or group of counties that–

        (A) is designated by the Office of Management and Budget as a micropolitan statistical area; and

        (B) has 1 or more large urban clusters with a population of not less than 10,000 and not more than 50,000.

        (18) OFFICE- The term `Office’ means the Office of Sustainable Housing and Communities established under section 5.

        (19) REGIONAL COUNCIL- The term `regional council’ means a multi-service regional organization with State and locally defined boundaries that is–

        (A) accountable to units of general local government;

        (B) delivers a variety of Federal, State, and local programs; and

        (C) performs planning functions and provides professional and technical assistance.

        (20) RURAL PLANNING ORGANIZATION- The term `rural planning organization’ means a voluntary organization of local elected officials and representatives of local transportation systems that–

        (A) works in cooperation with the department of transportation (or equivalent entity) of a State to plan transportation networks and advise officials of the State on transportation planning; and

        (B) is located in a rural area–

        (i) with a population of not less than 5,000; and

        (ii) that is not located in an area represented by a metropolitan planning organization.

        (21) SECRETARY- The term `Secretary’ means the Secretary of Housing and Urban Development.

        (22) STATE- The term `State’ means the several States, the District of Columbia, Puerto Rico, Guam, the Northern Mariana Islands, the Virgin Islands, American Samoa, and the Trust Territory of the Pacific Islands.

        (23) SUSTAINABLE DEVELOPMENT- The term `sustainable development’ means a pattern of resource use designed to create livable communities by–

        (A) providing a variety of safe and reliable transportation choices;

        (B) providing affordable, energy-efficient, and location-efficient housing choices for people of all income levels, ages, races, and ethnicities;

        (C) supporting, revitalizing, and encouraging the growth of communities and maximizing the cost effectiveness of existing infrastructure;

        (D) promoting economic development and economic competitiveness;

        (E) preserving the environment and natural resources;

        (F) protecting agricultural land, rural land, and green spaces; and

        (G) supporting public health and improving the quality of life for residents of and workers in a community.

        (24) TRANSIT-ORIENTED DEVELOPMENT- The term `transit-oriented development’ means high-density, walkable, mixed-use development (including commercial development, affordable housing, and market-rate housing) that is within walking distance of and accessible to 1 or more public transportation facilities.

        (25) UNIT OF GENERAL LOCAL GOVERNMENT- The term `unit of general local government’ means–

        (A) a city, county, town, township, parish, village, or other general purpose political subdivision of a State; or

        (B) a combination of general purpose political subdivisions, as determined by the Secretary.

        (26) UNIT OF SPECIAL PURPOSE LOCAL GOVERNMENT- The term `unit of special purpose local government’–

        (A) means a division of a unit of general purpose government that serves a special purpose and does not provide a broad array of services; and

        (B) includes an entity such as a school district, a housing agency, a transit agency, and a parks and recreation district.

        (27) VERY LOW-INCOME FAMILY- The term `very low-income family’–

        (A) has the same meaning as in section 3(b) of the United States Housing Act of 1937 (42 U.S.C. 1437a(b)); and

        (B) includes a very low-income family with a person with special needs, including an elderly person or a person with disabilities, as those terms are defined section 3(b) of the United States Housing Act of 1937 (42 U.S.C. 1437a(b)).

        (28) WORKFORCE HOUSING- The term `workforce housing’ means housing, the cost of which does not exceed 30 percent of–

        (A) 120 percent of the median income in the area where the family lives, as determined by the Secretary, with appropriate adjustments for the size of family; or

        (B) a percentage, as determined by the Secretary, of the median income in the area where the family lives, upon a finding by the Secretary that such percentage is necessary due to unusually high or low family incomes in the area where the family lives.

        SEC. 5. OFFICE OF SUSTAINABLE HOUSING AND COMMUNITIES.

        (a) Office Established- There is established in the Department an Office of Sustainable Housing and Communities, which shall–

        (1) coordinate Federal policies and initiatives that foster livable communities, including–

        (A) encouraging sustainable development at the State, regional, and local levels;

        (B) encouraging the development of comprehensive regional plans;

        (C) fostering energy-efficient communities and housing;

        (D) providing affordable, location-efficient housing choices for people of all ages, incomes, races, and ethnicities, particularly for low-, very low-, and extremely low-income families; and

        (E) working with the Federal Transit Administration of the Department of Transportation to–

        (i) encourage transit-oriented development; and

        (ii) coordinate Federal housing, community development, and transportation policies;

        (2) conduct research and advise the Secretary on the research agenda of the Department relating to sustainable development;

        (3) provide administrative support for participation by the Secretary in the activities of the Council;

        (4) implement and oversee the grant programs established under this Act by–

        (A) developing grant applications for each grant program;

        (B) promulgating regulations relating to each grant program;

        (C) selecting recipients of grants under each grant program;

        (D) creating performance measures for recipients of grants under each grant program;

        (E) developing technical assistance and other guidance to assist recipients of grants and potential applicants for grants under each grant program;

        (F) monitoring and evaluating the performance of recipients of grants under each grant program; and

        (G) carrying out such other activities relating to the administration of the grant programs under this Act as the Secretary determines are necessary;

        (5) provide guidance, information on best practices, and technical assistance to communities seeking to adopt sustainable development policies and practices;

        (6) provide guidance and technical assistance to communities seeking to prepare applications for the comprehensive planning grant program under section 7;

        (7) administer initiatives of the Department relating to the policies described in paragraph (1), as determined by the Secretary; and

        (8) coordinate with and conduct outreach to other Federal agencies, including the Federal Transit Administration of the Department of Transportation and the Office of Smart Growth of the Environmental Protection Agency, on sustainability issues.

        (b) Director- The head of the Office shall be the Director of the Office of Sustainable Housing and Communities.

        (c) Duties Relating to Grant Programs-

        (1) IN GENERAL- The Director, in coordination with the Council or a working group established by the Council under section 6(b)(6), shall carry out the grant programs established under this Act.

        (2) INTERIM WORKING GROUP- During the period between the date of enactment of this Act and the date on which a memorandum of understanding is signed under section 6(a)(7), in carrying out the grant programs under this Act, the Secretary shall consult with an interim working group that includes the Secretary of Transportation, the Administrator of the Environmental Protection Agency (or the designee of such Secretary or Administrator), and representatives from such other Federal agencies, departments, or offices, as the President may determine.

        (3) TECHNICAL ASSISTANCE FOR GRANT RECIPIENTS AND APPLICANTS- The Director may–

        (A) coordinate with the members of the Council to establish interagency and multidisciplinary teams to provide technical assistance to recipients of and prospective applicants for grants under this Act;

        (B) make contracts with third parties to provide technical assistance to grant recipients and prospective applicants for grants; and

        (C) establish a technical assistance program for prospective applicants, particularly prospective applicants from smaller communities, preparing to apply for grants under section 7.

        (d) Report on Housing Location Affordability Index-

        (1) STUDY- The Director shall conduct a study on–

        (A) the development of a housing location affordability index that includes housing and transportation costs; and

        (B) ways in which the affordability index described in subparagraph (A) could be made available to the public to inform consumers of the combined costs of housing and transportation.

        (2) REPORT- Not later than 1 year after the date of enactment of this Act, the Director shall submit to the Committee on Banking, Housing, and Urban Affairs of the Senate and the Committee on Financial Services of the House of Representatives a report on the study under paragraph (1).

        (e) Report on Incentives for Energy-Efficient Mortgages and Location-Efficient Mortgages-

        (1) DEFINITIONS- In this subsection–

        (A) the term `energy-efficient mortgage’ means a mortgage loan under which the income of the borrower, for purposes of qualification for such loan, is considered to be increased by not less than $1 for each $1 of savings projected to be realized by the borrower as a result of cost-effective energy-saving design, construction, or improvements (including use of renewable energy sources, such as solar, geothermal, biomass, and wind, super-insulation, energy-saving windows, insulating glass and film, and radiant barrier) for the home for which the loan is made; and

        (B) the term `location-efficient mortgage’ means a mortgage loan under which–

        (i) the income of the borrower, for purposes of qualification for such loan, is considered to be increased by not less than $1 for each $1 of savings projected to be realized by the borrower because the location of the home for which the loan is made will result in decreased transportation costs for the household of the borrower; or

        (ii) the sum of the principal, interest, taxes, and insurance due under the mortgage loan is decreased by not less than $1 for each $1 of savings projected to be realized by the borrower because the location of the home for which the loan is made will result in decreased transportation costs for the household of the borrower.

        (2) STUDY-

        (A) IN GENERAL- The Director shall conduct a study on incentives for encouraging lenders to make, and homebuyers and homeowners to participate in, energy-efficient mortgages and location-efficient mortgages, including–

        (i) fee reductions;

        (ii) fee waivers;

        (iii) interest rate reductions; and

        (iv) adjustment of mortgage qualifications.

        (B) CONSIDERATIONS- In studying the incentives under subparagraph (A), the Secretary shall consider the potential for lower risk of default on energy-efficient mortgages and location-efficient mortgages in comparison to mortgages that are not energy-efficient or location-efficient.

        (3) REPORT- Not later than 1 year after the date of enactment of this Act, the Director shall submit to the Committee on Banking, Housing, and Urban Affairs of the Senate and the Committee on Financial Services of the House of Representatives a report on the study under paragraph (2).

        (f) Authorization of Appropriations- There are authorized to be appropriated to the Secretary such sums as may be necessary to carry out this section.

        Correct me if I’m wrong – looks like the feds have the idea of locating low income (30% of 120% of median income in an area) very low income (30% of midian income in an area) and extremely low income (less than 30% of the median income) families in “workforce housing. Sounds like subsidized housing or government housing. They want to locate them in existing infastructure areas (cities?). Granting mortgages will be determined by dollars saved on distance to your job and/or how much is saved on energy in construction of a home. All this will be determined by the “Secretary.” They want it instituted a year after the Act passes. Sounds Orwellian to me. Understanding this blueprint requires high spatial focus. Do you think this is intentional??? Only joking of course, we all know the fed wants to be transparent for us so we can fully understand what they are attempting.

Apparently the controllers of the world thought because of Joe Kennedy’s sympathy for the Nazis cause, they would be able to control the son. They supported his campaign. But once Kennedy took office, it turned out that he was his own man. Where is this going?

        Kennedy signed an Executive Order 11110 which effectively put the Federal Reserve out of business. It prohibited the Federal Government from borrowing money from the Feds. 5 days later Kennedy was murdered in the streets of Dallas. Not yelling conspiracy, but LBJ took over and never once mentioned or enforced EO11110. Some historians believe that this EO is still in effect today.

        bbstacker, I used to watch CSPAN, thinking the same thing. Except, I realized, they are always speaking to an empty chamber, for the most part. Only those who have a “speech” to give show up.

        They are putting on a show for the American people. They already know how they will vote and there is no real debate. They don’t listen to arguments, issues they bring up are rarely addressed by anyone else, and they are, essentially, wasting their time.

        When they are not speaking for the cameras, they are out fundraising, selling their votes to the highest bidder.

        It will never stop. The best we can do is reduce welfare (Welfare seems to be one of your big gripes so I'll put it in that context.) There will always be people in need for a wide assortment of reasons including health (physical and mental), bad luck, and by having been scammed themselves. Given a chance much of the above can be temporary. Folks can (most want) to learn new ways to make it even when they have health issues. When all they see is the futality of folks not hiring them for a wide assortment of reasons, and no hope of becoming qualified, they are in a perminant circumstance.
        .
        The "welfare state" that seems to be growing has a bunch of new members in it because of the recent financial collapse. BTW, can you imagine just how much worse it would be if folks had their retirement in the stock market as Bush wanted to do? In fact the differenct between "have" and "have not" is growing rapidly.

        Part of the problem is that many of the menial jobs that used to be out there are gone. Assembly lines have either automated or gone over seas. America's education system failed in turning out students prepared for the new work available. Teachers have learned that through their unions they can be greedy just like corporate folks who are giving a minimum and trying to take all they can.

        And finally all those women allegedly popping kids out… The numbers aren't as bad as they used to be but they are still bad. What's needed is to make sure that young women learn (age appropriately) about sex and birth control in school. (Like any sex ed program in place parents can opt their kids out.) They need to have birth control available to them without embarassment or prohibative cost. They need to understand that they are responsible and they can find work, etc. In places where women can control their own reproductive choices they do far better than when they are denied basic information, etc. That means they pay taxes and reduce the load on the rest of us.

        There are solutions but politics doesn't allow them to be put in place.

        I am pushing 80 and will probably not see too many changes in my life but I am fighting hard for six children, 17 grandchildren and step-grandchildren, and the many great- and great-great-grandchildren, most of whom I will not know on this earth.
        The Tea Party movement, ResistNet, Grassfire Org. etc. are a force of millions to be reckoned with and, I believe, only with God’s help AND OUR PRAYERS, are the salvation of our great (yes, CHRISTIAN) nation, and its wonderful people.

        All right, you all. You sound tough, but the reality is, TPTB have weapons that would drop you before you could even think to grab for yours. They do not even need to enter your home.

        I have been trying to tell people about the plan to move us all off the land and into congested cities for years, since I heard a congressman in Montana warning, at a meeting, that this was coming. I was shocked and stunned. But, as usual, no one would listen. The usual thought people have is, ‘this won’t happen in MY lifetime’. (As if it’s acceptable to let our kids deal with it.)

        Well, it IS our lifetime, and it IS happening. I see signs of it everywhere, in my (once) small mountain community and all the others, too. Businesses closing, jobs drying up, people losing their homes, immigrants (and illegals) being given OUR money to come in and disrupt our close communities and overwhelm our social services, collapsing our local governments and hospitals, taking what few jobs are still available, running down our once modest, but beautiful neighborhoods…

        It seems to me that the only weapon we have is prayer. I would rather die than move into the city.

        How perfect for them to complete their depopulation agenda. Move us into crowed, less hygenic environments. Easier to implement the spreading of disease, starvation and/or calamity.

        Come on, folks. If shooting it out is your back-up plan, the game is already over. We’d better come up with something better than that, and SOON.

        Kate8, I’m sure you realize that all of the shooting talk is a last case scenario with most people. It certainly is with me, but I’m well prepared to defend myself and my neighbors if need be.
        If it ever happens, and I can’t say with surety, will the police and the military follow in lock step with the tyrannical government and herd the peple into the government pens? From those I’ve spoken to I’d say no.

        That said, we all have to continue the effort to regain control through the pen, internet, our voices and our votes. If that fails then “let the games begin”!

        Is it not in the Koran, at least in the Muslin belief, that as far as they step their foot – they claim that land for allah. 9/11 was assault on our very lifestyle and what we stand for: FREEDOM.         The big corporations are into hiiring illegal immigrants too. 60% of my coworkers are foreigners. I know that one is an illegal immigrant because he is here on an expired visa. These are good paying jobs too. The computer science departments (software programmers) of most companies are full of foreigners from India, most here illegally.

        It’s time for John Galt. Read Atlas Shrugged and figure it out. We could all just “disappear” and move in close proximity. We could barter, exchange services and goods, and grow our food. We would be under the radar, wouldn’t have to pay any taxes and we would be able to live free. There are other countries and place other than this one. This one is becoming overburdened with immigrants (both legal and illegal) that bring their culture and laws with them, that don’t speak our language and band together in the cities, that take our jobs for less money and cash, and that generally devalue our property and cause havoc in our cities.

        Jane – you need to turn these people in. Maybe ICE will come, maybe not, but you can do it anonymously.

        I worked in high tech in the 1990′s and they brought all these people over from Indian, Pakistan, Canada, China, Russia, etc. They were supposed to be getting the same wages that they rest of us got – that was the law when they got their work visa. They didn’t – they got 1/2 of what we were earning. When the high tech bubble burst guess who was still working and who wasn’t – the citizens were not working because we made more money and were provided health care – the foreign workers costs less and they kept their jobs. When my friends and I started looking for work, we could only find jobs that were what they paid the foreign workers, when we could find jobs. We wrote letters to our congressional representatives and got a standard published letter back. Never any action. Some of my friends were out of work for two years. When they did go back they were making less than they were when they got laid off.

        At some point this will happen to you too. That’s why you turn them in. Otherwise you will be working for lower and lower wages and they will be taking over your jobs.

        Hey Kate8, if the Powers That Be have such great weapons then how come they had to pay off the Iraqi resistance to stop attacking our troops and contractors? The only thing the ‘surge’ did was roll in the bribes to get the militias to back down as ‘Awakening Councils.’ And why are they paying off the Taliban to leave our supply convoys alone? The Iraqis and Afghanis don’t have anything much more high tech than pilfered unguided rockets, artillery shells and shoulder-launched grenades. If the Masters of the Universe were so unstoppable then why is the resistance still active in both countries after all this time?

        Micheal G – I HATE THE “WASTE YOUR VOTE ARGUMENT”! It’s propaganda by BOTH parties. It’s hoped that everyone will believe it whole heartedly. If you have 5 candidates running for the same office, who is the best? You research, collect voting records, look at the money trail, meet candidate and ask the hard questions, and do the best you can to find a good candidate. If you take the time and do all that, then pick your person, you might also want to support them by contacting others in your community and talk to them about your candidate. If all of you join together you just might get a third party candidate elected. It has happened in state and local races, and will happen again. Perot was a very popular third party candidate whom people took seriously and would have voted for, but he quit.

        NO VOTE IS WASTED if it’s an intelligent selection and you vote for the best person to do the job you want them to do. Look to the Libertarian party, the Constitution Party and others that would support your stand.

        Canada severely cut immigration quotas some years back. They also cut the number of third world immigrants that they allow in because they are basically under educated and cost the Canadians money. You must also have money to take care or yourself when you enter. Here, the churches sponsor immigrants from third world countries and when they get here they take the to the welfare office to get as many benefits as they can. Thus creating more welfare slaves for the government and causing tax increases to the workers in this country.

        What you are writing is wrong and is about depopulation of the earth so that we can save precious resources.         America has plentiful resources of gas, oil and coal (and dams)to power up homes, businesses and factories.         God made the most wonderful “water filtration system” with the layers of soil, rocks, and minerals to clean the water that flows down to the aquifers. God made the most wonderful “air flitration system” with the wind, rain and greenery of all kinds (trees, bushes, grasses) which take in carbon dioxide and gives out oxygen for all life to survive.

        Don’t believe the lies that we have to get rid of some of God’s people so that mother earth, their pretend god, can survive. Their theory is more like get rid of some of the people so that the Radical Godless Communist Elite Ruling Class can have more and control you better.

        God loves and values all his children. He knew every hair on their heads and made them just the way they are in their mother’s womb. God gave each person a soul which will live for all eternity with or without Him. He just wishes us to Trust and Obey and come to Him. He has sent His Son, Jesus with the living waters so we may never thirst again and lay our burdens down at His feet and have eternal Life with Him.

        Then there are our own socialist-indoctrinated youth who, also, have no understanding of our founders intentions for governance, think it no longer relevant anyway, and who believe their loyalties lie with Barack Hussein Obama.

        Many of our military men are true patriots but, probably, half of them will side with those in command. They will be the ones who turn on the patriots, as ordered.

        I don’t know how we can do it in today’s isolationist environment, but we really need to get organized and united. Surely there are some of you out there who have good ideas. I, for one, am all ears!

        we have hundreds of vets from nam and korea and bosnia and irag and afganastan and they have their buddies still in, That cant wait to get started. In all states their is a military base or two that have all the weapons including aircraft available for the taking including missiles that can reach out and touch you on the other side of this nation.the one thing that every one forgets is that they the soldiers are our young!So if you are to scared, then go hide in another country where you might fit in!

        Ya know dan az, I wondered why they wouldn’t let soldiers carry weapons on a base after all that’s what they are their to do… learn how to fight our enemies. (I only learned of this after the muslim in Fort Hood, TX shot 13 guys and wounded 30 more. Now everyone knows.)

        But now that you stated that “there are weapons, aircraft and missles, too, all for the taking” on bases, I can see why someone thought ahead and made it where you could not carry… how will you get in and “take” if you don’t have a weapon?

      They do NOT want the have-nots in the cities! What they are really doing is securing the cities for the elite blue-bloods. Why do you think every major city has a highway perimeter going around the entire city? It is a military maneuver so they can quickly secure, monitor and patrol the city in time of emergency.

      Can’t you see how they’re shutting down all the housing projects in the cities and forcing those people into the suburbs. If you have the greenbacks you’ll be welcome in the city – otherwise hit the road.

      There is only one way to prepare for the coming tribulation…Repent and cry out in the name of Jesus Christ for forgiveness and get filled with the Holy Spirit AND fire! You don’t have stock up with food, ammo, gold and silver to survive this. Most of us can’t afford even to live beyond paycheck to paycheck (if there even is a paycheck) so how can we possibly save anything up? God will provide for his children that follow Jesus Christ.
